Background
The solicitation is sole sourced to Psychological Assessment Resources, Inc., of Lutz, Florida (CAGE: 8S525). The company has been awarded a sole-source contract based on a determination memorandum for acquisitions over $3,500 but not exceeding the Simplified Acquisition Threshold (SAT). The contract is a follow-on to a previous contract and will establish a five-year, firm-fixed price, indefinite delivery, indefinite quantity type contract utilizing simplified acquisition procedures.

Work Details
The supplies or services required under the contract are personality testing supplies and associated materials for mandatory psychological screening of incoming candidates and instructors at NSWCEN. The specific tests required are the PAI (Personality Assessment Inventory) and the NEO-PI-3 (NEO Personality Inventory-3), both sold through Psychological Assessment Resources, Inc.

These tests have been consistently used by NSWCEN for the past seven and eight years respectively. Switching to a different test at this point would render all the collected data useless. The tests have been pre-approved to run on the SOCOM network.

The period of performance for the contract is from October 30, 2023, to October 29, 2028.
