NASA/NSSC has a requirement for PSL 40k Thrust Stand Refurbishment Design Study.

NASA/NSSC intends to issue a sole source contract to FORCE MEASUREMENT SYSTEMS, INC. dba FORCE MEASUREMENT SYSTEMS INC 4701 E Hunter AVE Anaheim, California 92807-1940 United States under the authority of FAR 12.102(a). It has been determined that FORCE MEASUREMENT SYSTEMS, INC. dba FORCE MEASUREMENT SYSTEMS INC is the sole provider of PSL 40k Thrust Stand Refurbishment Design Study.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 541330.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Central Standard Time on 6/2/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Background
NASA/NSSC has a requirement for the PSL 40k Thrust Stand Refurbishment Design Study. This contract is intended to be awarded as a sole source to FORCE MEASUREMENT SYSTEMS, INC., which has been determined to be the sole provider for this study.

The goal of the contract is to refurbish and modernize the 40k thrust stand based on the successful refurbishment of the 50k thrust stand, thereby enhancing capabilities for future test campaigns.

Work Details
The contractor will perform a design study to determine the extent of repairs and modifications needed for the 40k thrust stand. The scope includes providing three levels of options at different engineering levels:

Option 1 (Baseline):
- Simulator cable for GE connector
- All spare LC for 40K TMS
- Remove DP from frame & adapters
- Disassemble frame
- Counterbore adapters for flexure bodies
- Add window to torque box to access C2 stable platen T-pins
- Fix screw jacks
- Check limit switches
- Fix anything mechanically broken
- Reassemble / safety wire
- Paint ends
- Stickers for LC's & axis
- Check out testing?
- Slot axial load string adapters; 5 new round adapters for axial data L.S.

Option 2: Includes all of Option 1 plus:
- Use same screw jacks
- Change to right-hand rule; data reduction equations; labeling; all new bolts, hydraulic motors, limit switches, couplings, hydraulic manifold like 50K but tied together due to chain; keep box on front for limit switches & solenoids; paint entire TMS; new hydraulic tubing runs.

Option 3: Includes all of Options A & B plus:
- Replace screw jacks; add gear boxes/clutches/position transducers; automate calibration; each motor independent hydraulic solenoid; modify software for TMS selection. The vendor may modify options based on inspection results.
