Description

Services to be provided as follows:
1) Post Award Construction Services (PCAS)
2) Field Consultation During Construction (FCDC)

NAVFAC SW intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii) Only One Responsible source and no other supplies or services will satisfy agency requirements. Award is anticipated to occur on or about July 15, 2025 to The Engineering Partners, Inc. The period of performance will be 100 working days after issuance of the awarded contract.

Background
The Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) is issuing a Firm Fixed Priced contract to The Engineering Partners, Inc. for the construction of the Aircraft Fuel Truck (ACFT) Refuel Facility Defense Logistics Agency Install Product Recovery Tank (PRT) at Camp Wilson, Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palms, California.

This contract is being awarded under the authority which allows for sole source procurement when only one responsible source can meet the agency's requirements. The Engineering Partners, Inc. previously produced and delivered the construction package including full plans and specifications for this project.

Work Details
The services to be provided under this contract include:
1) Post Award Construction Services (PCAS), which involves oversight and management of construction activities post-award; and
2) Field Consultation During Construction (FCDC), which entails providing expert advice and consultation during the construction phase to ensure compliance with project specifications and standards.

These services are critical for the successful completion of the ACFT Truck Refuel Facility project.

Period of Performance
The period of performance for this contract will be 100 working days following the issuance of the awarded contract.

Place of Performance
The contract will be performed at Camp Wilson, Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palms, California.
