Description

The U.S. Embassy located in Windhoek, Namibia requires Health Insurance services to employees of the Government of the United States of America in Namibia and their eligible dependents. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered

The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract. The Government is planning a pre-quotation conference and the date for this conference is in the solicitation.

All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting an offer pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.

Background
The U.S. Embassy located in Windhoek, Namibia, is seeking to procure Health Insurance services for employees of the Government of the United States of America in Namibia and their eligible dependents. The goal of this contract is to ensure comprehensive health coverage for these individuals, aligning with the embassy's mission to provide necessary support and services to its personnel abroad.

Work Details
The contractor will provide Health Insurance services that include but are not limited to:

1. **Hospitalization**: Minimum coverage of 100% for inpatient care including services provided by licensed healthcare providers, bed and board (semi-private accommodations), operating room, recovery room, intensive care, imaging and diagnostic testing, and general hospital nursing care.

2. **Emergency Services**: Minimum coverage of 100% for emergency room visits due to conditions that could lead to serious disability or death if not treated immediately.

3. **Ambulance Services**: Minimum coverage of 80% for professional ground transport to the nearest hospital or between medical facilities.

4. **Outpatient Services**: Minimum coverage of 80% for services provided on an outpatient basis including annual physical examinations, specialist consultations, minor surgical interventions, chemotherapy and radiation treatments, immunizations, and diagnostic tests.

5. **Obstetric and Newborn Care**: Coverage includes 100% for inpatient/emergency services during pregnancy and delivery; outpatient care at 80%.

6. **Pediatric Services**: Coverage includes 100% for inpatient/emergency services and 80% for outpatient routine care for dependent children.

7. **Prescription Drugs**: Coverage includes 100% for inpatient/emergency prescriptions and 80% for outpatient prescriptions deemed medically necessary.

8. **Preventive Care**: Minimum coverage of 80% for preventive wellness and chronic disease management services.

Period of Performance
The anticipated performance period is for a base year with four one-year option periods that may be exercised by the Government.
