Enclosed is a Request for Quotations (RFQ)for Public Opinion Research Surveys.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. We may also request clarification or best and final offers prior to award selection.

FOR QUESTIONS

Any and all questions regarding this solicitation must be submitted in writing, in English, on or before the deadline. Questions must be sent to AmmanRFQQuestions@state.gov. The Subject Line of your email should read Question(s) re: 19J01026Q0014 . The deadline is July 20, 2026. The U.S. Embassy will publish all questions and answers as soon as possible after the deadline above.

HOW TO SUBMIT

To submit an offer or quotation, you must follow the instructions in Section 3 of the Solicitation; complete the required sections of the attached document(s); and submit a comprehensive offer package in a single email on or before the due date, according to the instructions below. Failure to follow any of the instructions will disqualify your proposal from being reviewed. Under no circumstances will late or incomplete packages be reviewed.

    1. Proposals/Offers are due on or before August 02, 2026 at 16:00.
    2. All materials must be in English.
    3. Packages must be complete to be considered for award. Failure to complete or submit a required document or element will result in the offer being determined incomplete and will result in disqualification. You should carefully review the requirements in the full Solicitation as well as all supporting materials, to include this cover letter. Required materials typically include:

  • Section 5 Representations and Certifications
  • Additional information as required in Section 3
  • Proof of SAM Registration

NOTE: Offerors must be registered in the SAM (System for Award Management)

database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror's proposal to be considered non-responsive and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if not already.

    1. The Subject Line of your email must include your company name and the Solicitation number. Example: 19J01026Q0014 ABC Company.
    2. Attachments must be in Word, Excel, and/or PDF format suitable for printing. The file size should not exceed 20MB. For larger files, the submission must be made in multiple emails with less than 20MB each. Background
The U.S. Embassy in Amman, Jordan, is seeking a credible public opinion research entity to conduct two large-scale nationally representative surveys. The goal is to gauge Jordanian public opinion on various issues of bilateral interest, aligning with U.S. Government foreign policy priorities. The contract aims to capture the views of the Jordanian populace using scientifically established polling methods.

Work Details
The contractor will conduct a total of two large-scale public opinion surveys with a minimum of 1,800 respondents each. The surveys must be designed in coordination with the Public Diplomacy Section (PD) and should utilize various methodologies including Key Informant Interviews and Questionnaires.
