THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS SYNOPSIS/SOLICITATION 1333MK25Q0135 CONSTITUTES A REQUEST FOR QUOTATION (RFQ) AND INCORPORATES PROVISIONS AND CLAUSES IN EFFECT THROUGH FEDERAL ACQUISITION CIRCULAR 2025-05.
THE NATIONAL OCEANIC ATMOSPHERIC ADMINISTRATION (NOAA), OFFICE OF MARINE & AVIATION OPERATIONS (OMAO), NOAA SHIP RONALD BROWN IS REQUESTING ONE DAY OF TUG SERVICE FROM AUGUST 13-18, 2025 PER ATTACHED STATEMENT OF WORK.

EACH CLIN IS INDEPENDENT FROM EACH OTHER, THEREFORE THE VENDOR SHALL CONFIRM THE DATES PRIOR TO SCHEDULING THE TUG SERVICE.
**PRICES WILL BE PAID AT ACTUAL COST NOT TO EXCEED THE TOTAL AMOUNT OF THE PURCHASE ORDER. **
**ANY UNUSED FUNDS REMAINING WILL BE DE-OBLIGATED AT A LATER TIME. *
INCLUSION OF FAR CLAUSE 52.217-8, OPTION TO EXTEND SERVICES, IN THE SOLICITATION AND RESULTANT CONTRACT IS FOR USE BY THE GOVERNMENT AS OUTLINED AT FAR 37.111, EXTENSION OF SERVICES. THE OPTION WILL BE EXERCISED AS NEEDED AT ANY TIME DURING THE LIFE OF THE CONTRACT USING THE RATES APPLICABLE AT THE TIME OF EXERCISE.

FUNDS MAY BE ALLOCATED AT THE AWARD LEVEL OR DURING THE LIFE OF THE CONTRACT FOR ADDITIONAL TUG SERVICES.
PROVIDE A PER HOURLY RATE AND DAILY RATE
EACH CLIN IS INDEPENDENT FROM EACH OTHER, THEREFORE THE VENDOR SHALL CONFIRM DATES PRIOR TO SCHEDULING THE TUG SERVICE.

THE GOVERNMENT WILL AWARD A FIRM FIXED PRICE CONTRACT BASED ON BEST VALUE TO THE GOVERNMENT:
1. PAST EXPERIENCE/ PERFORMANCE.
2. PRICE. OPTION CLIN WILL ALSO BE EVALUATED BASED ON THE OVERALL BEST PRICE***
THIS ACQUISITION IS UNRESTRICTED UNDER FULL AND OPEN COMPETITION. THE NAICS CODE 488330 AND THE PSC CODE IS M2BZ.
PLEASE REVIEW THE ENTIRE SOLICITATION AND ATTACHMENTS AND PROVIDE THE FOLLOWING INFORMATION OTHERWISE FAILURE TO PROVIDE OR ANY MISSING DOCUMENTS, INFORMATION MAY BE CONSIDERED AS A NON-RESPONSIVE, AND COULD BE DISQUALIFIED FROM THE SOLICITATION.
1. RFQ NUMBER, INCLUDING NAME, ADDRESS, TELEPHONE NUMBER.
2. PROVIDE THE 1ST PAGE OF THEIR SAM.GOV/ REGISTRATION SHOWING THE SAM UNIQUE ENTITY IDENTIFIER (UEI) AND EXPIRATION DATE.
3. PLEASE PROVIDE A DETAILED AND ITEMIZED COST OF THE TUG SERVICE TO INCLUDE THE TOTAL AMOUNT PER REQUIREMENTS AND PER LINE ITEM.
4. IN ADDITION TO THE PREVIOUS REQUIRED DOCUMENTS BEING REQUESTED, ANY PRIME VENDOR WHO IS ACTUALLY SUBCONTRACTING THE WORK TO ANOTHER VENDOR SHALL PROVIDE THE FOLLOWING INFORMATION FROM THE SUB-VENDOR:
SUB VENDOR INFORMATION, NAME OF THE COMPANY, PHONE NUMBER AND WEBSITE INFORMATION/ LINK.
THE SUB-VENDOR SHALL ALSO PROVIDE THEIR CERTIFICATE OF INSURANCE ALONG WITH THEIR COMPANY W-9.
5. VENDOR SHALL PROVIDE THREE PAST PERFORMANCE/ EXPERIENCE THAT RELATED TO THE WORK BEING REQUESTED WITHIN THE LAST THREE YEARS.
TYPE OF JOB PERFORMED, CONTRACT#, THE COST AMOUNT, THEIR CUSTOMER CONTACT NAME, CUSTOMER TELEPHONE NUMBER AND THEIR CUSTOMER EMAIL OF THE JOB PERFORMED.
6. INCLUDE STATEMENT SPECIFYING THE EXTENT OF AGREEMENT WITH ALL THE TERMS, CONDITIONS, AND PROVISION INCLUDED IN THIS RFQ. QUOTES THAT REJECT THE GOVERNMENT TERMS AND CONDITIONS ON THIS SOLICITATION MAY BE EXCLUDED FROM CONSIDERATION.
7. ACKNOWLEDGEMENT OF SOLICITATION AMENDMENTS (SF-30) IF ANY.

Background
The National Oceanic and Atmospheric Administration (NOAA), specifically the Office of Marine & Aviation Operations (OMAO), is seeking to procure tug services for the NOAA Ship Ronald Brown.
