Background
The United States Department of Agriculture (USDA), specifically the Foreign Agriculture Services (FAS), is seeking to establish a contract for on-demand access to comprehensive information regarding maximum residue levels (MRLs) for agricultural products worldwide. This initiative aims to support trade in specialty crops and ensure compliance with both domestic and international standards. The contract will provide essential data that includes MRL standards established by the U.S. Environmental Protection Agency (EPA) and foreign market tolerances.

Work Details
The contractor will be responsible for entering, monitoring, and maintaining MRLs disaggregated by commodity, compound/substance, and country or market of destination. The data must include:
- A minimum of 1,000 chemical products.
- A minimum of 750 agricultural commodities, representing at least 99% by value of U.S. exports of agricultural food products.
- A minimum of 150 destination markets, representing at least 95% by value of U.S. exports of agricultural food products.
Additionally, the contractor must describe any deferral pathways where applicable, detailing circumstances under which a country defers to another MRL source.

Period of Performance
The period of performance for this contract is from September 1, 2025, to August 31, 2030, encompassing a base year followed by four one-year option periods.
