Description

The work consists of providing all labor, materials, and equipment, as required, to complete all work as described in the provided Statement of Work (SOW). This procurement is 100% set-aside for Small Businesses using NAICS code of 562112 Hazardous Waste Collection and a small business size standard of 47 million dollars. The Government contemplates award of a Firm-Fixed Price order resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by 5:00 PM Eastern Time on 07/28/2026 via email to frank.r.burton@uscg.mil and keven.d.weaver@uscg.mil. Quotes shall be submitted via the SF-18. Questions about this solicitation must be submitted in writing to the Contracting Officer and Contract Specialist at the email addresses listed above no oral questions will be accepted.

All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on 07/22/2026 at 1000 Eastern Time located at:

Interested parties must arrange access for the site visit with Nate Chappell at 757-483-8506, Nathan.C.Chappell@uscg.mil and Robert Ward 757-284-7040, Robert.L.Ward2@uscg.mil 3 days in advance of the scheduled site visit. All visitors must complete a visitor access request form in accordance with Base security policy and present a valid Real ID or Passport as a method of identification. Full name, date of birth, and last 4 of SSN must also be provided. Visitors with a valid Military ID or RAPIDGate pass will not be required to complete the access form.

Background
The contract is issued by the United States Coast Guard (USCG) for Base Portsmouth, which is responsible for maintaining operational readiness and environmental compliance.

Work Details
The contractor will provide all labor, materials, and equipment necessary to perform the following tasks:

1) Collect and properly dispose of used oil and oily water mixture approximately six times per year, with estimated gallons per pickup ranging from 1,000 to 2,500 gallons. The total estimated amount of oily water collected annually is between 6,000 to 7,000 gallons. Collection will be done using a pump truck as Base Portsmouth will not release collection drums or containers to the contractor.

2) Provide vac truck services to clean eight oily water separators (OWS) located at Base Portsmouth. This service will be required once a year, with an estimated 1,500 gallons of oily water and 800 gallons of sludge needing removal. After cleaning, each OWS must be free of all oily waste, sludge, and debris and will be inspected by a Coast Guard employee.

Period of Performance
The contractor shall commence work no later than five days after receiving notice to proceed and must complete all work within ten working days after contract award.
