This is a combined synopsis/solicitation for services prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT is issued.

The solicitation number is 70Z02925QNEWO0007. This combined synopsis constitutes a solicitation and incorporates provisions and clauses.

This acquisition is Small Business Set Aside. The NAICS is 561730. The contract type will be a firm fixed price purchase order. The government proposes to solicit from the attached scope of work.

Federal Acquisition Regulation Clauses and the Department of Labor wage rates for services are included in this agreement and are applicable.

Vendors doing business with the Coast Guard must be registered or be willing to register with the System Award Management at www.SAM.gov.

This solicitation will be evaluated by the following criteria: The Government will award a contract resulting from this Request for Quote (RFQ) to the responsible offeror whose offer conforming to the RFQ is the Lowest Price Technically Acceptable (LPTA) quote. The lowest price quote will be evaluated on technical acceptability. If it is found to be acceptable, an award will be made. If it is found to be unacceptable, the next lowest price will be evaluated. This process will continue until a technically acceptable offer is identified; not all offers will be evaluated.

The U.S. Coast Guard contract is to provide grounds maintenance and landscaping service to US Coast Guard Base New Orleans. (See Performance Work Statement)

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award 52.237-1 site visit.

The Government Point of Contact Coast Guard Contracting Officer Representative (COR) and for Onsite support/supervisor for this work is CWO Carlton Mike Ackiss Email: Carlton.M.Ackiss@uscg.mil 504-239-4937. All site visits should be setup through the (COR) and work shall be coordinated through (COR) to minimize operational impacts to the unit during the execution of the work.

Background
The U.S. Coast Guard is seeking to acquire grounds maintenance and landscaping services for the US Coast Guard Base New Orleans. This contract aims to ensure the upkeep of the base's outdoor areas, which is essential for maintaining operational readiness and aesthetic standards. The acquisition is set aside for small businesses, emphasizing the government's commitment to supporting smaller enterprises in fulfilling its service needs.

Work Details
The contractor shall provide all labor, materials, and equipment necessary to perform grounds maintenance and landscaping services at the US Coast Guard Base New Orleans. The scope includes:

1. Maintaining all lawn areas, paving, ground cover, natural vegetation, trees, shrubs, planter beds, and cultivated areas within the perimeter of the base.

2. Cleaning up debris caused by the contractor and removing leaves and debris from sidewalks, drainage areas, and catch basins.

3. Providing qualified personnel including an Operations Manager, Mowing Supervisor, Detail Supervisor, and Turf Technicians with relevant experience in landscaping maintenance at industrial and government sites.

4. Scheduling work to minimize interference with normal operations of the facility during weekdays between 8:00 AM and 4:00 PM.

5. Performing trimming around buildings, sidewalks, trees, fencing, and beds while ensuring safety measures are in place to reduce risks of injury or property damage.

6. Applying herbicides quarterly as needed to control grass or weed growth with prior approval from the facilities environmental department.

7. Seasonal beautification tasks including evaluating flower areas each spring for replacement with fresh annual flowers approved by the COR.

The primary location for performance is Coast Guard Base New Orleans at 1790 Saturn Blvd., New Orleans, LA 70129. Additional locations include Maintenance Assist Team (MAT) Pascagoula at 104 USS Vicksburg Way, Pascagoula, MS 39595 and Remote Communication Facility (RFC) at 4023 Main Street, Belle Chasse, LA 70037.
