Description

Background
NASA/NSSC has a requirement for design services to perform field condition assessments of existing coating systems as defined in NASA/KSC’s Corrosion Control database. The goal of this contract is to ensure the viability and operability of facilities and equipment at Kennedy Space Center (KSC), which have significant investments in protective coating systems. This contract is intended to continue the systematic inspections previously conducted by a third party under a service agreement, now insourced due to operational changes.

Work Details
The contractor will provide design services to perform field condition assessments of existing coating systems, inputting data into the Corrbase database program. Specific tasks include:

1. Providing a qualified AMPP inspector to assess the condition of existing coating systems, identify visible external corrosion, and recommend preliminary repair actions.

2. Inputting requisite data as required by inspection plans into the Corrbase program.

3. Entering additional asset data such as square foot costs for materials and labor rates.

4. Recommending enhancements to the Corrbase program and providing technical backup information for upgrades.

5. Performing functional tests of Corrbase Program modules and verifying data input performance.

6. Assisting with printing standard reports from the database software application.

7. Supporting cross-utilization with other NASA staff for inspection capabilities.

Period of Performance
The period of performance will start within five days from the date of award and is targeted for October 1, 2026, to September 30, 2027.

Place of Performance
The work will be performed at NASA Kennedy Space Center (KSC) and the contractor's facility.

Bidder Requirements
Bidders must be an active member of AMPP and hold current certification as a certified coating inspector. They must possess effective verbal and written communication skills, necessary security clearances, physical certifications, and have working knowledge of industrial coatings and application processes. Additionally, bidders must demonstrate proven computer skills using MS Office applications and familiarity with NASA/KSC corrosion data management processes. A Class 'E' motor vehicle license is also required. The opportunity is set aside as '8(A) Sole Source (8AN)'.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent, as NASA intends to sole source the requirement to Greenfield Diversified, LLC. A closely related prior award (80NSSC26P0680) was held by Greenfield Diversified for $133,020 during 05/21/26–05/20/27 for “BASE COAT SOFTWARE,” which suggests prior work supporting the same coating/corrosion data environment and related software functions. The current effort continues design services tied to assessing existing coating conditions and inputting that data into NASA/KSC’s Corrosion Control database, consistent with a continuation of prior system/software support activities.
