Description

This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6. Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
The National Park Service, Contracting Operations (ConOps) East has a requirement to remove all loose lead-based paint and restore exterior and interior finishes of the Fire Cache building with new primer and paint. Remove all asbestos flooring tile upstairs, remove particle board subflooring upstairs down to the original existing subflooring and install new plywood subflooring on top of original subflooring. Move entire contents of the downstairs portion building into rented temporary storage units, then wipe clean and move all items back into the building placed in the same location where they were prior to moving, when asbestos containing materials and lead-based paint abatement measures are completed for Cape Hatteras Island Fire Cache Building 46500 Lighthouse Road, Buxton, North Carolina. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03 dated January 17, 2025.
The associated North American Industrial Classification System (NAICS) code for this procurement is 562910 - Remediation Services with a small business size of $25,000,000.00. The Product Service Code (PSC) is Z2QA: Repair Or Alteration Of Restoration Of Real Property (public Or Private).
The contractor must have current Representation and Certifications in SAM.gov, submitted with quotes.
The Government contemplates the award of a single Firm-Fixed Price Contract using the best value Lowest Priced Technically Acceptable (LPTA) source selection procedures. All eligible and responsible sources may submit a quote, which if timely received, shall be considered by the Agency. Companies must have valid Unique Entity Identifier and be registered with System for Award Management (www.sam.gov). SAM.gov offers free services. An offeror must ensure that they are self-certified under NAICS Code 562910 in the Representations and Certifications portion of SAM.gov. The basis of award is the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the responsible respondent pursuant to FAR subpart 9.1.
The ESTIMATED period of performance is anticipated to be July 01, 2025, through October 30, 2025.
Background
The National Park Service, Contracting Operations (ConOps) East is seeking to address environmental hazards at the Hatteras Island Historic Fire Cache facility, which was built in 1938. The facility has been found to contain lead-based paint and asbestos flooring tiles. The goal of this contract is to ensure the safety and preservation of the building by removing hazardous materials and restoring its interior and exterior finishes.

Work Details
The contractor will perform the following tasks:

1. Remove all loose lead-based paint and restore exterior and interior finishes with new primer and paint.

2. Remove all asbestos flooring tile from upstairs, including particle board subflooring, down to the original existing subflooring, and install new plywood subflooring on top of it.

3. Move all contents from the downstairs portion of the building into rented temporary storage units, clean the area, and return items to their original locations after completion of abatement measures for lead-based paint and asbestos.

Specific tasks include:
- Pressure-washing all exterior surfaces (approximately 5100 sq ft) with an approved cleaning solution.
- Scraping and sanding existing painted surfaces that contain lead-based paint using wet sanding methods to minimize contamination.
- Placing plastic sheeting around the building to catch paint flakes during work.
