PWND2 will develop formal models of emergent communication pathways to fundamentally improve how we deploy and detect robust and resilient hidden networks in the real world. The program will pair software-defined networking approaches with formal methods to provide provable privacy and performance guarantees for hidden communication systems at meaningful scale.
Amendment 01: This amendment addresses an administrative revision to the naming convention for Stage 1 Attachment S1-5 Stage 2 Basis of Estimate (BOE) Instructions and Submission Template. The Attachment naming convention has been revised to S1-5 Basis of Estimate (BOE) Instructions and Submission Template. While the Attachment name has been revised, proposers should note there is no change to the formatting and content requirements of the BOE submission template. To that end, proposers are strongly encouraged to continue proposal development within the existing template and simply revise the naming convention to Attachment S1-5 Basis of Estimate (BOE) Instructions and Submission Template.

Background
The PWND² program, initiated by DARPA, aims to develop formal models of emergent communication pathways to enhance the deployment and detection of robust and resilient hidden networks in real-world scenarios.

The program seeks to integrate software-defined networking approaches with formal methods to ensure provable privacy and performance guarantees for hidden communication systems at a significant scale.

Work Details
The contract involves the following tasks and services:
1. Develop innovative technical approaches that are feasible, achievable, and complete, ensuring the proposed technical team possesses the necessary expertise and experience.
2. Provide a logical sequence of task descriptions with clearly defined deliverables linked to risk mitigation, costs, and deliverables for both the prime awardee and sub-awardees.
3. Ensure that the proposed effort contributes positively to national security technology by supporting DARPA’s mission of making pivotal early technology investments.
4. Conduct evaluations based on criteria including overall scientific and technical merit, potential contributions to DARPA's mission, price evaluation for reasonableness, and cost realism reflecting a thorough understanding of required resources.

The period of performance is expected to align with the completion of tasks as outlined in the proposal evaluation process.
