FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT
ACTION CODE: SPECIAL NOTICE
CLASSIFICATION CODE: 66 Instruments and Laboratory Equipment
SUBJECT: Protein Biologic Analyzer
SOLICITATION NUMBER: 1333ND25QNB640234
DESCRIPTION:
The National Institute of Standards & Technology (NIST) intends to negotiate on a brand name basis under the authority of FAR 13.105, for a Solentim ICON Analyzer.
Brand Name Justification is based on the following:
The Biomolecular Structure & Function (BSF) Group in the Biomolecular Measurement Division of the Materials Measurement Laboratory within NIST, is establishing a biomanufacturing testbed for representative processes used during the production of therapeutic proteins. A Protein Biologic Analyzer integrates all capabilities to perform at-line rapid measurements of mammalian cell culture to include clonal screening, colony outgrowth & protein biologics titer and glycan characterization supplemented by automated data monitoring, acquisition, and reporting for per cell protein expression and glycan distribution.

Background
The National Institute of Standards & Technology (NIST) is establishing a biomanufacturing testbed for representative processes used during the production of therapeutic proteins.

The Biomolecular Structure & Function (BSF) Group in the Biomolecular Measurement Division of the Materials Measurement Laboratory within NIST intends to negotiate on a brand name basis for a Solentim ICON Analyzer.

Work Details
The contract involves the procurement of a Solentim ICON Analyzer, which is a Protein Biologic Analyzer that integrates capabilities to perform at-line rapid measurements of mammalian cell culture.

This includes clonal screening, colony outgrowth, protein biologics titer, and glycan characterization, supplemented by automated data monitoring, acquisition, and reporting for per cell protein expression and glycan distribution.

Market research has identified the Solentim ICON as the sole instrument capable of performing these tasks without compromising sample sterility or measurement accuracy. It uniquely offers image-based clonal analysis and AI-driven colony tracking from images taken over multiple days in culture to estimate confluence and track colonies.
