Protective Security Officers Services for the State of Louisiana

BPA: HSCEC7-09-A-00003 was awarded on September 15, 2009, with a performance start date of December 1, 2009 for PSO services throughout the State of Louisiana. The current BPA Ordering Period, Ordering Period IV, was set to expire on November 30, 2014. This acquisition is being conducted under the authority of the Multiple Award Schedule Program in accordance with FAR 8.405-6, "Limited sources justification and approval." The proposed 6-month BPA extension is to acquire continued PSO services from December 1, 2014 through May 31, 2015 at an approximate value of $3,584,378.88. In accordance with FAR 8.405-6(a)(1)(i)(B), the circumstance restricting competition for this acquisition is there is only one source capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The Department of Homeland Security (DHS), Federal Protective Service (FPS) has a requirement to secure on a limited source basis in acquiring a continuous Protective Security Officers (PSO) services at various locations throughout the state of Louisiana until award of a competitive follow-on contract is made and completed.
The six month period shall allow the Government the necessary time to conduct discussions, adequately document its source selection, issue the award and allow for the 120 day transition. This LSJ is to acquire continued PSO services from Inter-Con Security Systems, Inc.
