The Federal Protective Service Acquisitions Division intends to issue a sole source extension of up to two months to the current ordering period of an existing indefinite delivery/indefinite quantity type contract, 70RFP218DEC000002, with Paragon Systems, Inc., 13900 Lincoln Park Drive, Suite 300 Herndon, VA 20171. This proposed extension of two sites, DC1476 and DC1477, will provide for continued protective security officer services at in the Washington, DC areas to allow time to award and transition the follow-on effort for these services.

The Government intends to solicit and negotiate on a sole source basis with Paragon Systems, Inc. under the authority of 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. A Request for Proposal (RFP) will not be made available.

A Justification for Other Than Full and Open Competition will be posted to beta.sam.gov following award. The applicable North American Industry Classification System Code (NAICS) is 561612 (Security Guards and Patrol Services) and the Small Business Size Standard is $29 million.

Background
The Federal Protective Service Acquisitions Division is issuing a sole source extension of up to two months for the current indefinite delivery/indefinite quantity contract, 70RFP218DEC000002, with Paragon Systems, Inc. This extension is necessary to ensure continued protective security officer services in Washington, DC while transitioning to a follow-on contract. The Department of Homeland Security (DHS) has the responsibility to protect federal facilities and personnel, which is critical given ongoing terrorist threats.

Work Details
The contractor will provide protective security officer (PSO) services at two locations in Washington, DC (DC1476 and DC1477). Key tasks include: continuous coverage for breaks at all posts, including Supervisory PSO posts; ensuring that all personnel are fully qualified and trained; and maintaining seamless service during the transition to the follow-on contract. The incumbent contractor, Paragon Systems, Inc., is uniquely qualified due to their familiarity with the requirements and facility locations. The follow-on contract is expected to be awarded by June 30, 2025, with an anticipated performance start date of August 1, 2026.

Period of Performance
The period of performance for this extension is up to two months from the current contract expiration on May 31, 2025. The follow-on requirement will have a transition period of approximately 30 days from the date of award.
