The Federal Protective Service Acquisitions Division intends to issue a sole source extension of up to three months to the current ordering period of an existing indefinite delivery/indefinite quantity type contract, 70RFP218DEC000002, with Paragon Systems (13900 Lincoln Park Drive, Herndon, VA 20171). This proposed extension will provide for continued protective security officer services at in the Washington, DC area to allow time to award and transition the follow-on effort for these services.

The Government intends to solicit and negotiate on a sole source basis with Paragon Systems under the authority of 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. A Request for Proposal (RFP) will not be made available.

A Justification for Other Than Full and Open Competition will be posted to sam.gov following award. The applicable North American Industry Classification System Code (NAICS) is 561612 (Security Guards and Patrol Services) and the Small Business Size Standard is $29 million.

Background

This proposed extension will provide for continued protective security officer services at in the Washington, DC area to allow time to award and transition the follow-on effort for these services.

Work Details
The work involves procuring protective security officer services on a noncompetitive basis for up to six months, from March 1, 2024 through August 31, 2024, to allow time to award the competitive follow-on task order under FPS AD’s Multiple Award Contract for PSO Services and provide adequate time for transition. This action will result in a modification to extend the ordering period under the current contract to allow placement of a task order to continue critical PSO services at locations in the Washington D.C. area. The task order will only be issued under this contract for the necessary length of time required, but not to exceed six months. The current contract is set to expire on February 29, 2024. The follow-on procurement is currently in the pre-solicitation phase.

Period of Performance
The period of performance for this extension is for up to six months of additional Armed PSO services from March 1, 2024, through August 31, 2024.

The geographic location(s) where the contract will be performed are several locations in the Washington D.C. area.
