Background
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service (FPS), Acquisition Division extended the ordering period of contract 70RFP218DEC000019 with Hana Industries, Inc. for Armed Protective Security Officer (PSO) services at two IRS locations in the Washington, D.C. and Maryland area.
This extension, justified under 41 U.S.C. 3304(a)(1) for other than full and open competition, will provide continuous security coverage from June 1, 2024 through November 30, 2024. It allows time for award and transition of the competitive follow-on task order.

Work Details
Under the existing IDIQ firm-fixed-price contract, the contractor will furnish all labor, supervision, equipment, training, licensing, and certifications necessary to provide continuous armed Protective Security Officer services at two IRS facilities.
Duties include posting armed officers at access points, conducting interior and exterior patrols, screening for firearms, hazardous materials, and suspicious packages, and responding to terrorist threats, domestic workplace violence, trespass, disorderly conduct, and emergency medical incidents.
Services must comply with Title 40 U.S.C. §1315, Presidential Policy Directive 21, and the National Infrastructure Protection Plan to ensure federal facility and occupant protection.

Period of Performance
June 1, 2024 through November 30, 2024, with the follow-on contract anticipated to be awarded by November 1, 2024 and a minimum 30-day transition period to the new award before December 1, 2024.

Place of Performance
Two Internal Revenue Service (IRS) facilities located in the Washington, D.C. metropolitan area and the State of Maryland.

Bidder Requirements
Only the incumbent contractor, Hana Industries, Inc., meets the FPS requirement for armed PSO services without interruption.
Offerors must possess fully trained, armed Protective Security Officers who have completed extensive background investigations, health screenings, firearms qualification, and all FPS program-specific training, licensing, certifications, and equipment suitability requirements, and must demonstrate familiarity with the designated IRS facility locations and FPS operational protocols.
