Protective Security Officer (PSO) Services throughout State of Tennessee   2

The Department of Homeland Security, Office of Procurement Operations, Federal Protective Service Acquisitions Division (FPSAD), under a total small business set-aside, intends to procure armed Protective Security Officer (PSO) services at various federal facilities in Tennessee.

This requirement is being solicited as a commercial acquisition in accordance with FAR Part 12 in conjunction with FAR 15. The estimated PSO basic service hours for various locations throughout the state of Tennessee is 1,525,000 hours (305,000 hours annually) for a 60-month period. It is anticipated that a single award, fixed price, indefinite delivery/indefinite quantity (IDIQ) type contract will result from this Request for Proposals (RFP). The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard for NAICS 561612 is $25.5 million. The contract will be awarded for a five-year term, consisting of annual ordering/performance periods. The submission requirements and evaluation criteria are defined in the solicitation. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management

A Pre-Proposal Conference will be conducted via Microsoft Teams on Tuesday, 11/08/2022, at 11:00 AM Eastern Time. All interested parties are invited to attend a briefing of this procurement. The briefing will cover items as the evaluation criteria, technical factors, post exhibit, pricing, teaming arrangements, etc. To request a copy of the Post Exhibit, please email a signed Non-Disclosure agreement to john.c.liu@fps.dhs.gov. Attendance is not mandatory; however, it is strongly recommended. Contractors wishing to attend the conference should email Todd Wanner (todd.m.wanner@fps.dhs.gov) and John Liu (john.c.liu@fps.dhs.gov) with the Point of Contact information and all attendee information not later than Friday 11/04/2022, at 3:00 PM Eastern Time. The request shall include company information, such as the Company name, address, DUNS #, Cage Code, Business Size designation, address, phone number, and email address of the planned attendees. An invite to the meeting will be provided once all attendee information has been received. This conference will be 100% virtual via MS Teams and there will be no dial-in provided for this conference.
