Protective Security Officer (PSO) Services in the West Virginia Panhandle

Background
The U.S. Department of Homeland Security, Federal Protective Services (FPS), is conducting market research to identify small business contractors with a Top Secret clearance capable of providing Armed Protective Security Officer (PSO) Services at various locations located in the West Virginia Panhandle Area. The FPS mission is to prevent, protect, respond to and recover from terrorism, criminal acts, and other hazards threatening the U.S. Government’s critical infrastructure, services, and the people who provide or receive them.

Work Details
The contract requires providing armed Protective Security Officers (PSOs) for approximately 167 employees manning approximately 64 posts at approximately 19 geographically dispersed facilities. The services include patrols and response access control, badging, screening operations, control center operations, traffic control, keys and access control, visitors processing, and conducting adequate background checks to ensure that personnel hired can obtain and maintain the applicable security clearance. The interested entities would be required to provide all necessary management, supervision, training, personnel, materials, supplies and equipment except as otherwise indicated.

Period of Performance
The period of performance is estimated to be 350,000 hours or more per year for the required services.

Place of Performance
The contract will be performed at various locations located in the West Virginia Panhandle Area (includes Counties of Berkeley, Jefferson and Morgan in West Virginia and the County of Frederick in Virginia).
