The U.S. Department of Health and Human Services (HHS), through the Administration for Community Living (ACL) and the Substance Abuse and Mental Health Services Administration (SAMHSA), in coordination with the U.S. Department of Education's Office of Special Education and Rehabilitative Services (OSERS), requires a performance-based contract to deliver coordinated, comprehensive, and specialized training and technical assistance (T/TA). This T/TA is aimed at supporting Protection and Advocacy Systems (P&As) in delivering legal advocacy services to individuals with disabilities, with an emphasis on ensuring access to the electoral process.

Background
The U.S. Department of Health and Human Services (HHS), through the Administration for Community Living (ACL) and the Substance Abuse and Mental Health Services Administration (SAMHSA), in coordination with the U.S. Department of Education’s Office of Special Education and Rehabilitative Services (OSERS), requires a performance-based contract to deliver coordinated, comprehensive, and specialized training and technical assistance (T/TA).

This T/TA aims to support Protection and Advocacy Systems (P&As) in delivering legal advocacy services to individuals with disabilities, focusing on ensuring access to the electoral process. There are 57 P&As across the United States, covering each state and U.S. territory, as well as a program specifically serving Native American populations in the Four Corners region.

Work Details
The contractor will provide comprehensive, coordinated, specialized T/TA to P&As by planning, arranging, and providing all necessary personnel, consultants, resources, facilities, and equipment needed for contract fulfillment.

The T/TA will focus on six main functional areas: Project Management and Evaluation; Knowledge Development, Sharing, and Transfer; Strengthening of Peer-to-Peer Contacts and Networking; Collaboration; Financial Management; and Systems Information Management. Specific tasks include designing T/TA that addresses specialized legal advocacy activities; enhancing technology use for content accessibility; delivering cost-efficient T/TA; promoting peer-to-peer sharing techniques; including individuals with disabilities in T/TA activities; and directly involving experts who are blind or visually impaired in T/TA efforts aimed at improving voting accessibility.

Period of Performance
Base Period: September 29, 2025 - September 28, 2026 with four additional option periods extending through September 30, 2030.

Place of Performance
Work will be performed at the Contractor’s primary place of performance which is TBD but may include telework arrangements.
