Description

1.1 The United States Space Force (USSF) Space Systems Command (SSC) Military Communications and Positioning, Navigation, and Timing (MCPNT) Program Executive Office is issuing this notice as a means of preparing potential offerors to receive the solicitation documents for the Government's upcoming Protected Tactical Satellite System (PTS) Global Broadband (PTS-G) acquisition by ensuring that potential vendors register for access to the Bidders' Library.

DISCLAIMER: This announcement is for informational purposes only. This is not a request for proposal to be submitted. It does not constitute a solicitation and shall not be construed as a commitment as the Government does not intend to award a contract based on this request. The Government will not reimburse costs associated with the documentation submitted under this request. Responders are solely responsible for all expenses associated with responding to this inquiry. The Department of Defense, United States Space Force, Space Systems Command, is currently conducting market research for development and delivery (PTS-G) satellites in the X-band and military Ka-band. Responses to this research will aid in the determination of the market's ability to compete for the PTS-G. This RFI is available on the System for Award Management (SAM.gov) website at https://sam.gov/SAM/ .

1.2 The PTS-G program office intends to release the draft Request for Proposal on August 2024. All drafts will be in bidder's library website (livelink). It is the responsibility of the potential responders to monitor sam.gov or the bidders library for additional information pertaining to this RFI.

1.3 REGISTRATION FOR ACCESS TO BIDDERS' LIBRARY:

Vendors that are interested in competing for this effort, to include receipt of solicitation documents, must e-mail the following information to the points of contact (POCs) listed at the end of this notice to obtain access to the Bidders' Library:

8. Review bidders library livelink instructions and provide file and information as necessary. Note that in order for interested vendors to create an account, the following prerequisites will need to be met:

(a) SAAR DD2875 (attached)

(b) AF user agreement AF4394 (accessing AF server on AF network)

(c) LAAFB Livelink User Agreement Form

(d) AF IA CBT completion certificate, dated within one year for CAC user or External IA CBT completion certificate for ECA user

9. As part of the Government continued market research, respond to the following question: Does your company offer Not-Separately-Priced (NSP) enhanced services (Operations and Sustainment) as part of the Space Vehicle Production Price. If so, provide any related special terms or conditions.

In addition to item #8, the Government requests that responses be emailed to the point of contacts listed below and saved the file document using the following format: [CompanyName]_PTSG_RFI_BD_Response_[dd.mm.yy] . All information received in response to this announcement that is marked PROPRIETARY will be handled accordingly. Upon receipt of this information, the Government will provide you with further instructions.
