AMENDMENT 01

The purpose of this Amendment is to provide answers to questions that were received, and the associated updated solicitation documents. All other terms and conditions - including submission deadlines - remain unchanged.

The Questions and Answers have been attached as Attachment J-8. A revised Attachement J-4 is attached, based on one edit noted in the Q&A. The RFP document has minor edits highted in green.

ORIGINAL

This notice, in accordance with Federal Acquisition Regulation (FAR) 5.207, is posted by the National Oceanic and Atmospheric Administration (NOAA), Corporate Services Acquisition Division (CSAD), to announce the issuance of a Request for Proposal (RFP) for the Professional, Scientific, and Technical Services (ProTech) 2.0 - Weather Domain ("ProTech Weather 2.0"). ProTech 2.0 - Weather Domain is a Multiple Award (MA), Indefinite-Delivery, Indefinite-Quantity (IDIQ) total small business set-aside solicitation.

The ProTech services solution is a suite of MA IDIQ contracts consisting of four Domains: Satellite, Fisheries, Oceans, and Weather. These Domains provide resources in support of the National Oceanic and Atmospheric Administration (NOAA) to include its Line and Staff Offices. Where applicable, the contracts may also be used by other Bureaus within the Department of Commerce (DOC).The ceiling dollar amount for all orders under all ProTech Domains is $8,000,000,000. Each Domain has its own IDIQ contract with multiple awards. The services provided under the ProTech Weather Domain primarily support NWS, as well as all other NOAA Line and Staff Offices. This includes, among others, science-based organizations, such as the NWS National Centers for Environmental Prediction (NCEP), Meteorological Development Laboratory (MDL), Office of Water Prediction (OWP) and regional centers, OAR laboratories such the Earth System Research Laboratory (ESRL), OAR program offices such as the Climate Program Office (CPO) and Weather Program Office (WPO). This furthermore includes programs such as the Hurricane Forecasting Improvement Project (HFIP), Advanced Weather Interactive Processing System (AWIPS), the Observations Portfolio (e.g., Automated Surface Observing Systems (ASOS), Next Generation Weather Radar (NEXRAD), Radar Next), and the Joint Technology Transfer Initiative (JTTI).

Ordering Period:
The ordering period of ProTech Weather 2.0 is a five-year base period and one five-year option period, for a total of 10 years, if the option is exercised. Once the ProTech Weather 2.0 MA IDIQ is awarded, task orders will be issued and awarded in accordance with FAR 16.505 procedures.

North American Industry Classification System (NAICS) Code:
The assigned NAICS code for this acquisition is 541330 - Exception 3, with a size standard of $47 million.

Offerors are responsible for downloading the solicitation and for monitoring SAM for amendments or additional information.

Background
The National Oceanic and Atmospheric Administration (NOAA), through its Corporate Services Acquisition Division (CSAD), is issuing a Request for Proposal (RFP) for the Professional, Scientific, and Technical Services (ProTech) 2.0 - Weather Domain.

This initiative is part of a suite of Multiple Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts aimed at supporting NOAA's mission and its various line and staff offices. The ProTech Weather Domain will primarily support the National Weather Service (NWS) and other NOAA offices, with a total ceiling dollar amount for all ProTech Domains set at $8 billion.

Work Details
The ProTech Weather Domain encompasses a range of professional, scientific, and technical services to support NWS and other NOAA offices. Key tasks include:
- Providing meteorological, hydrological, and climate data services.
- Developing and maintaining performance-based contracts to enhance NOAA's capabilities.
- Supporting programs such as the Hurricane Forecasting Improvement Project (HFIP) and Advanced Weather Interactive Processing System (AWIPS).
- Conducting strategic planning services including drafting multi-year strategic plans, performance measurement, change management, business re-engineering services, budget management, quality assurance programs, policy development, human capital management, training services in weather forecasting and project management, marketing/outreach services to improve public understanding of NOAA’s mission, and acquisition/grants services to support program offices.

Period of Performance
The ordering period for ProTech Weather 2.0 consists of a five-year base period with an option for one additional five-year period, totaling up to ten years if the option is exercised.

Place of Performance
Services will be conducted worldwide with specific areas of focus including NWS headquarters in Silver Spring, MD; regional headquarters in Kansas City, MO; Bohemia, NY; Fort Worth, TX; Salt Lake City, UT; Anchorage, AK; Honolulu, HI; and various field sites across the United States.
