Prospectus for Campground and Related Granger-Thye Concessions, Allegheny National Forest

Background
The U.S. Forest Service is issuing this prospectus to solicit applications for a concession campground special use permit within the Allegheny National Forest. The goal of this contract is to provide high-quality public service in the operation and maintenance of government-owned recreation facilities, ensuring that visitors have a safe and enjoyable experience while adhering to environmental regulations and management objectives.

Work Details
The contractor will be responsible for the operation and maintenance of 25 campground sites, ensuring compliance with various environmental laws (such as ESA, NHPA, Clean Water Act). Key tasks include:

1. Providing recreation opportunities, site development, and management consistent with Recreation management system objectives and the Forest land management plan.

2. Maintaining landscape character in line with Forest scenic integrity objectives.

3. Ensuring visitor and vehicle capacity does not exceed site limits.

4. Implementing safety measures to eliminate high-risk conditions at developed recreation sites, conducting utility inspections that meet federal, state, and local requirements, and enforcing laws and regulations to provide a sense of security for visitors.

5. Meeting accessibility guidelines for constructed features when signed as accessible.

6. Ensuring health and cleanliness by preventing exposure to human waste, maintaining water quality standards, managing garbage capacity effectively, keeping facilities free from litter and graffiti, and ensuring restrooms are odor-free and clean.

7. Providing responsive visitor services including accurate information dissemination and opportunities for visitor feedback.
