Background
A Request for Proposal (RFP) N0016722R0027 is being issued by the Naval Surface Warfare Center Carderock Division (NSWCCD) for the Hydrodynamic Shaping Material (HYSHMA) components for the Columbia and Virginia Class submarines. The Advanced Propulsor Management Office (APMO) in the Naval Architecture and Engineering Department of NSWCCD is responsible for the design and manufacture of Government Furnished Equipment (GFE) submarine propulsors on behalf of the Naval Sea Systems Command (NAVSEA). The APMO requires HYSHMA for unique and complex full-scale COLUMBIA Class (CLB) and VIRGINIA Class (VCS) submarine propulsor components.

Work Details
The contractor shall coat the CLB Lead Ship Forward Assembly and Aft Outer Structure Assembly utilizing HYSHMA-G-071 on-site at the Naval Foundry and Propeller Center (NFPC).
The contractor shall manufacture, package, and ship a set of CLB HYSHMA Blocks.
The contractor shall perform Program Management services including organization, planning, schedule, implementation, control, analysis, compliance, and reporting of all contractual elements to achieve technical, schedule, and financial objectives.
Additionally, the contractor shall develop an Application Strategy and Support Hardware Plan to place HYSHMA on full-scale COLUMBIA Class propulsor components in field production at NFPC in Philadelphia, PA.

Period of Performance
The period of performance shall be from date of award through 8/1/2025.

Place of Performance
The primary place of performance will be at the contractor’s facilities and at the Naval Foundry and Propeller Center, Philadelphia, PA.
