Description

The U.S. Army Corps of Engineers, Mobile District (SAM) intends to place a brand name specification into solicitation W9127823R0072 in accordance with FAR 6.302. Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals; however, all information received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for a prefabricated earth covered magazine (ECM) steel box design for the purpose of storing and protecting sensitive data acquisition equipment serving an intentional detonation range.

The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement of a Propulsion Systems Laboratory (PSL) consisting of modernization and expansion of existing facilities and construction of new stand-alone facilities to support research and testing of propulsion systems and energetic propellants within Redstone Arsenal, Alabama.

The PSL project includes a new data acquisition (DAQ) facility located within an intentional detonation range. The new DAQ facility design is a pre-engineered, premanufactured Type 2 ammunition and explosives storage magazine engineered for two feet of earth cover.

The DAQ facility shall be a commercial off-the-shelf solution for a 2-ft earth-covered ECM. The DAQ ECM shall be 13.5' wide, 10' tall, and up to 35.5' long. The DAQ ECM shall be manufactured to US Military specifications NSWC 3046-93-1, DoD 5100.76M, AR 190-11, and OPNAVINST 5530.13C. The DAQ ECM shall meet applicable requirements of DoD 6055.09-M, DoD Ammunition and Explosives Safety Standards and Department of Army Pamphlet 385-64, Ammunition and Explosives Safety Standards. The DAQ ECM shall include the following: a 4-ft exterior steel weather shield/porch extension, high security double doors with cam closer, lightning protection, interior explosion resistant lighting, quad receptacles, and a manufacturer's warranty period.

This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Sources Sought request is to obtain sources for the ECM to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government's intent to specify the ARMAG Corporation Brand Name for development of the ECM design for use in the PSL solicitation. Firms interested in being considered shall provide manufacturer's name, product data, and written statement of compliance with stated requirements. The written statement of compliance shall include necessary backup design information and supporting documentation. A list of projects in which the ECM has met similar requirements for similar applications shall be provided. The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Responses should be emailed to the contacts listed below no later than 5:00 PM CST, 30 May 2023. No other forms of transmission are requested or will be accepted.
