Background
The U.S. Army Corps of Engineers, Mobile District, anticipates construction of a Propulsion Systems Laboratory consisting of modernization and expansion of existing facilities and construction of new stand-alone facilities to support Research, Development, Test, and Evaluation (RDT and E) of propulsion systems and energetic propellants. The project includes modernization of existing facilities, construction of new facilities for propellant mixing bays, waterproofing of existing Earth Covered Magazines, new Maintenance Storage Facility, Control Building, Data Acquisition Buildings, Conditioning Building, Rocket Motor Assembly Building, Inert Storage Buildings, and Large Rocket Motor Segmenting/Disassembly Facility. The work also includes building information systems, fire protection and alarm systems, mass notification, access control, intrusion detection, energy monitoring and control systems, sustainability measures, and energy enhancement measures. Supporting facilities include site development, grading, parking, utilities, lighting, paving, walks, curbs, storm drainage, landscaping, signage, physical security, and AT/FP. Demolition of existing facilities will be required.

Work Details
The construction tasks include modernization and expansion of existing facilities as well as the construction of new stand-alone facilities to support Research, Development, Test and Evaluation (RDT&E) of propulsion systems and energetic propellants. This involves modernization of thirteen existing facilities totaling 63,203 square feet; construction of a new facility for six new propellant mixing bays spanning 4,673 square feet; waterproofing of existing Earth Covered Magazines; construction of a new Maintenance Storage Facility covering 5,000 square feet; a new Control Building spanning 1,800 square feet; two new Data Acquisition Buildings at 450 square feet each; a new Conditioning Building covering 600 square feet; a new Rocket Motor Assembly Building spanning 1,500 square feet; three new Inert Storage Buildings at 1,200 square feet each; and a new Large Rocket Motor Segmenting/Disassembly Facility covering 4,800 square feet. The work also includes building information systems installation; fire protection and alarm systems installation; mass notification system installation; access control system installation; intrusion detection system installation; energy monitoring and control systems installation; sustainability measures implementation; energy enhancement measures implementation. Additionally included are site development tasks such as grading; parking area construction; utilities installation; lighting installation; paving construction; walkway construction; curb installation; storm drainage system installation; landscaping tasks including signage installation.

The construction projects will be performed at Redstone Arsenal in Madison County (AL).
