Proprietary Online Bioinformatics Database

Background
This notice is issued on behalf of the National Institutes of Health (NIH), specifically the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS). The goal of this contract is to seek small business concerns capable of providing DNA extraction and multi-gene analysis services for rodent tissue samples.

This is a Small Business Sources Sought notice aimed at determining the appropriate acquisition method, including potential set-asides for small businesses.

Work Details
The contractor shall provide rodent genotyping support services, including:
1) Sample collection and storage materials, including 96 well plates, reagents, and shipping containers;
2) Shipping and courier costs for sample handling;
3) Storage of biological samples for six months;
4) DNA extractions and PCR assays within 72 hours of receipt;
5) Quality assurance analysis on a percentage of samples weekly;
6) Custom assay design if necessary;
7) Re-testing of failed analyses at no additional charge;
8) Provision of results via an online bioinformatics database that interfaces with existing Government databases;
9) Telephone support during specified hours.

The work will be performed at the contractor's facility as well as at the NIH site located at 9000 Rockville Pike, Bethesda, MD 20892.

Bidder Requirements
Bidders must demonstrate capabilities in providing the required services, including having qualified personnel such as a Genotyping Laboratory Manager and Quality Assurance Manager. They must submit a capability statement detailing their business size, type, point of contact information, professional qualifications of technical personnel, and relevant experience. No proprietary or confidential information should be included in submissions.
