Description

The Naval Air Systems Command (NAVAIR) KC-130J Program Office (PMA-207) awarded a sole source Contract to GE Aviation Systems LLC. The Contract includes a four (4) year ordering period. This Contract also includes the possibility to extend services by six (6) additional months per FAR 52.217-8. Total possible period of performance of 4.5 years, if six month extension is exercised. This Contract provides Propeller Reliability and Logistics Sustainment support (PEARLS) services to include Logistics Support, Field Service Support, O-Level Maintainer Support, Technical Publication Support, Engineering Support, R391 Propeller Overhauls, Propeller Blade Reliability Improvements, Spare Component Procurements, Support Equipment Repairs, and Consumable and Repairable replenishment for propeller components in support of the U.S. Marine Corps (USMC), U.S. Navy (USN), and managed Foreign Military Sales (FMS) Cases.

This sole source acquisition was procured pursuant to the authority of 10 U.S.C. 3204(a)(1) (formerly 2304(c)(1)), One Source or Limited Sources. GE Aviation Systems LLC is the sole designer, developer, and manufacturer of the R-391 Propeller System and is the only known firm with the necessary technical data, knowledge, equipment, facilities, and experience with the subject propeller system in order to provide the required supplies and services within the required timeframe for this effort. At this time GE Aviation Systems, LLC is unwilling to sell or grant the necessary license rights to the Government or Industry needed to perform this effort.
