Amendment 0003

The purpose of this amendment is to extend the the deadline to request drawings to 2 May 2025, 1400 EST and extend submission of questions regarding this acquisition to1 May 2025.

The closing date of this solicitation is extended to 7 May 2025, 1400EST, per industry request.

Amendment 0002

Amendment 0002 is issued to add Demilitarization (DEMIL) tasking to the Statement of Work (SOW). The following revisions are made as a result of this amendment.

  1. "Rev 01 Attach 2 SOW" is added as an attachment to this notice.
  2. Applicable Document 3.2.3 is added to Section 3.0 Table of the SOW.
  3. Task 4.3 is added to the SOW.

Amendment 0001

Amendment 0001 is issued to provide responses to the following industry Questions.

1. In attachment 3 exhibit A, page 1, it says DCMA signature is not required. Does that mean in house DCMA source inspection of the parts prior to shipment to Government FAT/FAI review is not required (CLIN 0001 and 0002) ?

Response: This contract will not be administered by DCMA. All deliveries are FOB Destination and will be inspected by the Government upon receipt.

2. Post FAT acceptance of CLIN 1&2, will the production quantities CLIN 0003 and 0004 then require in house DCMA source inspection?

See response to Question 1.

3. What DEMIL codes apply to these parts in the case of unusable NCM/scrap? I did not find that information nor the NSNs in the RFQ or SOW.

Response: Amendment is forthcoming to include instructions and/or tasking for demilitarizing (DEMIL) equipment. NSNs do not apply to this effort.

4. What revision drawings are currently available?

Response: Rev drawings are the latest. The drawings are still pending final engineering review and approval. Official release drawings will be provided as they are available and will not differ technically from the current drafts.

5. Would you have any Drawings or 3D models of these parts to allow us to quote them for you?

Response: See last page of Attachment 1 of this notice for details on obtaining all drawings and files (Native and Curve).

6. Please clarify the solicitation number. N6660425Q0094 appears on SAM but Attach 1 solicitation number is N6660425Q0318.

Response: The SAM ID number was inadvertently provided and should be N6660425Q0318. All correspondence including quotes can reference either number.

All other terms and conditions remain unchanged.

The Naval Undersea Warfare Center Division, Newport requires the manufacture of Propeller FWD and AFT per Government specifications, as detailed in the solicitation, provided as Attach 1 RFQ N6660425Q0318 to this notice.

Background
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is responsible for developing a cost-effective and readily procurable set of propellers for the MK54 Torpedo System. This contract aims to manufacture MK54 torpedo propellers according to government specifications, utilizing 3D parametric solid models derived from existing technical data packages. The goal is to ensure that the manufactured propellers meet specific performance requirements and tolerances as outlined in the associated drawings.

Work Details
The contract includes the manufacture and delivery of the following items:
- CLIN 0001: Propeller, FWD, First Article, NAVSEA Part Number 8982012, Quantity: 10 units
- CLIN 0002: Propeller, AFT, First Article, NAVSEA Part Number 8982013, Quantity: 10 units
- CLIN 0003: Propeller, FWD, NAVSEA Part Number 8982012, Quantity: 70 units
- CLIN 0004: Propeller, AFT, NAVSEA Part Number 8982013, Quantity: 70 units
- CLIN 0005: Propeller, FWD, NAVSEA Part Number 8982012 (Option 1), Quantity: 20 units
- CLIN 0006: Propeller, AFT, NAVSEA Part Number 8982013 (Option 2), Quantity: 20 units
Additionally, a Contract Data Requirements List (CDRL) is required as part of Exhibit A. The propellers must be manufactured from machined 6061-T6 aluminum and adhere to specified tolerances for dimensional inspection reporting. The contractor must utilize advanced manufacturing techniques including CNC machining and Wire-EDM processes.

Period of Performance
Delivery timelines vary by item; first articles are due within 60 days after contract date and subsequent items within either 80 business days or sooner upon government approval.
