Proliferated Warfighter Space Architecture (PWSA) Tranche 3 Transport Layer (T3TL) Upsilon DRAFT Solicitation

Background
The Space Development Agency (SDA) is seeking proposals for the Proliferated Warfighter Space Architecture (PWSA) Tranche 3 Transport Layer Upsilon (T3TLυ). The goal of this contract is to develop and operate a constellation consisting of 40 T3TLυ satellites (SVs), divided into four orbital planes, with ten SVs in each plane. This initiative aims to enhance tactical communications and situational awareness for warfighters globally through advanced satellite technology.

Work Details
The contractor will be responsible for the following tasks:
1. Develop and deliver two orbital planes of ten T3TLυ SVs each, ensuring interoperability with all PWSA SVs.
2. Integrate Optical Communications Terminals (OCTs) for in-plane and cross-plane crosslinks, as well as links to terrestrial OCTs across ground, air, and maritime platforms.
3. Provide bidirectional communications links via UHF and S-band communications to tactical users worldwide.
4. Conduct Launch and Early Operations (LEOPS), including the Separation/Initialization/Checkout/Orbit Raising (SICO) phase and Functional Acceptance Test (FAT).
5. Ensure operational readiness of the satellites through continuous checkout and commissioning processes at designated Operations Centers located at Grand Forks AFB and Redstone Arsenal.
6. Support operations for up to five years post-transition to Mission Operations, including maintenance and sustainment activities.

Period of Performance
The period of performance will commence upon contract award, with initial launch capability established by September 1, 2028, followed by a year-long monthly launch campaign.

Place of Performance
The primary place of performance will be at the contractor's facilities for development activities. Operational activities will be conducted from the Operations Centers at Grand Forks AFB, North Dakota, and Redstone Arsenal, Alabama.
