Project Volta Production and Sustainment Development Security Operations (DevSecOps) Services

Background
The Army Contracting Command on behalf of the Army Intelligence and Security Command (INSCOM) intends to award a sole source Firm-Fixed Price contract to BrainGu, LLC for the Project Volta Production and Sustainment Development Security Operations (DevSecOps) Services. The contract aims to continue providing vital services for the period of 24 September 2022 through 23 April 2023, until a new competitive contract is awarded. The requirement will support the INSCOM Volta DSO Support Team with agility to deploy new software “at the speed of operations” with security built in from the beginning of the lifecycle of the application and included in the underlying infrastructure.
Additionally, this requires contractors to be an Air Force (AF) Platform One (P1) authorized Reseller or have a partnership with an authorized AF P1 Reseller in order to have access to the AF P1 Iron Bank, the Department of Defense’s (DoD’s) Centralized Artifacts Repository of digitally signed, binary container images, and Big Bang, AF P1’s declarative, continuous delivery tool for core DoD hardened and approved packages into a Kubernetes cluster. Moreover, the contractor is required to have a Top Secret (TS) company clearance, to start on day one with all required employees cleared at the TS level and eligible for Sensitive Compartmented Investigation, completed indoctrination for access to INSCOM Sensitive Compartmented Information Facility (SCIF) locations, fully trained (training for account creation, access to Information Technology, and SCIF Physical Security), Issuance of Common Access Cards, and fully knowledgeable of Agile software development and DSO best practices.

Work Details
This contract will procure a Development Security Operations (DevSecOps) (DSO) Services contract known as Project Volta Production and Sustainment for the INSCOM Army Intelligence Enterprise – Digital (AIE-D). The requirement will support the INSCOM Volta DSO Support Team with agility to deploy new software “at the speed of operations” with security built in from the beginning of the lifecycle of the application and included in the underlying infrastructure. Project Volta’s enterprise DSO environment establishes a highly specialized organizational software engineering culture and practice by unifying software development, security, and operations for INSCOMS’s AIE-D.

Period of Performance
The anticipated award will be made under the authority of 6.302-2, Unusual and compelling urgency for a period of performance of seven months.
