Description

This is a Sources Sought Notice (SSN) for market research purposes only. This SSN is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This SSN does not commit the IRS to contract for any supply or service whatsoever. Further, the agency is not at this time seeking proposals and will not accept unsolicited proposals. This SSN is being published to identify potential sources capable of providing support services for the Internal Revenue Service (IRS) Program Management Testing.

Responders are advised that the agency will not pay for any information or administrative costs incurred in response to this SSN; all costs associated with responding to this SSN will be solely at the interested party's expense. Not responding to this SSN does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor the agency sources for additional information.

Background

As described in greater depth in the attached draft performance work statement, The goal of this procurement is to hire a vendor to continue the maintenance of the Project Tracking System (PTS) application and database. The Information Technology (IT) organization of the Internal Revenue Service (IRS) provides strategic planning and business management functions. These functions include planning, allocation, expenditure and monitoring of budgetary resources related to IT program management. PTS has been developed and implemented to provide a standardized, automated tool for program, contract, and budget management. Five prior years, the current year and two planning years data are stored in PTS. The IRS IT personnel are responsible for tracking spending plans, expenditures, program, and budget plans, and inputting the data into PTS. Funding requirements are created as Spending Plan Items (SPIs), approved/disapproved by management/executives and viewed by all PTS users within the IT organization. PTS is used to manage the entire IT budget and serves as a decision-making tool to facilitate IT resource allocation decisions by the CIO, other IT executives as well as business units.

Objective

No decision has yet been finalized regarding the acquisition strategy for this acquisition. The purpose of this SSN is to identify interested vendors with capabilities to meet all of the Government requirements at a fair market price. The agency anticipates making an award to obtain contractor support services for the services described in the attached draft PWS.

The agency anticipates that it will issue an RFP in Q3 of FY24. Vendors' SSN responses shall be uploaded to GSA eBuy by June 10, 2024. The agency is not seeking marketing information and will not review it. No phone calls or emails related to this source sought notice will be accepted.

Submission Instructions

The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 541519, Other computer related services. The size standard for NAICS 541519 is $34M.

The Government requests that all interested parties submit the information outlined below.

  1. Contractor Name
  2. Address
  3. Point of Contact (POC)
  4. POC phone number and e-mail address
  5. UIE number
  6. Brief description of the company's business size (i.e., annual gross revenue for the prior three (3) years)
  7. Anticipated teaming or subcontracting arrangements (delineate between work accomplished by prime and work accomplished by teaming partners)
  8. No more than three (3) corporate experiences in similar size, scope and complexity to the enclosed PWS scope shall be submitted. The corporate experience shall include the contract number, funded dollar value(s), period of performance, and a brief relevant scope summary.
  9. Page limit and formatting requirements: The company's standard format is acceptable; however, the limit for all responses shall be five (5), 11 font size, 8 1 2 x 11-inch pages.

Work Details
The agency anticipates making an award to obtain contractor support services for the services described in the attached draft PWS. The system operates as a web server dispatching services to a Microsoft SQL Server Database accessible through the IRS Intranet and supports approximately 500 users.
The PTS software environment uses a multi-tier client-server approach (Presentation, Business Logic, and Database) to isolate the business logic, database logic, and Graphical User Interface (GUI) into independent tiers. PTS uses IRS Single Sign-On for authentication. Each business day, four interface files are loaded into PTS through the Electronic File Transfer Utility (EFTU). PTS supports additional data uploads from other IRS systems through an Excel file upload process.
