Project Site Spill Response and Waste Disposal

Background
The U.S. Army Corps of Engineers, Memphis District, is seeking to establish a contract for spill response services and the removal, recycling, and disposal of universal solid waste.
This initiative aligns with their mission to ensure environmental compliance and safety in waste management operations across various facilities.
The contract aims to provide essential services at multiple locations within the district, ensuring adherence to federal regulations regarding waste management.

Work Details
The contractor will provide non-personal services including:
1. Spill response services for hazardous and non-hazardous materials.
2. Removal, recycling, and disposal of universal solid wastes as defined by the Resource Conservation and Recovery Act (RCRA) and Department of Transportation (DOT).
3. Services will be performed at specified locations including Ensley Engineer Yard, Graham Burke Pumping Plant, W.G. Huxtable Pumping Plant, DD17 Pumping Plant, Richardson Landing Casting Field Facility, and marine ports within 350 miles of Ensley Engineer Yard.
4. Compliance with all applicable local, state, and federal laws including EPA regulations and OSHA standards.
5. Development and submission of a Quality Control Plan (QCP) prior to commencement of work.
6. Maintenance of safety protocols as per USACE Safety and Occupational Health Requirements Manual.

Period of Performance
The contract will be performed over a period of five years with one-year ordering periods.

Place of Performance
Services will be conducted at various locations including:
- Ensley Engineer Yard in Memphis, TN;
- Graham Burke Pumping Plant in Marianna, AR;
- W.G. Huxtable Pumping Plant in Elaine, AR;
- DD17 Pumping Plant in Dell, AR;
- Richardson Landing Casting Field Facility in Drummonds, TN;
and any marine ports located approximately 350 miles north or south of Ensley Engineer Yard.
