Description

Project Scoping Assessments-FY26 (PSA) at Northeast Region Office
Background
The National Park Service (NPS) is undertaking a series of comprehensive Project Scoping Assessments (PSA) to address the significant maintenance backlog across its facilities. This initiative is a response to the growing need for effective management of over 75,000 assets, including buildings, campsites, and trails.

The NPS aims to develop high-priority projects that can be quickly executed upon receiving additional funding. The goal of this contract is to conduct PSAs for high-priority NPS facilities to support Repair/Rehab and Cyclic fundings by evaluating condition and developing comprehensive project scopes, generating costs for maintenance backlog and corrective actions, and assisting parks in preparing project descriptions and justifications required for submission into the NPS Project Management Information System (PMIS).

Work Details
The contractor will perform the following tasks:

- Conduct comprehensive assessments of designated NPS facilities including Old Slater Mill, Sylvanus Brown House, and Buttrick’s Estate buildings;
- Evaluate conditions of structures;
- Develop project scopes with cost estimates for maintenance backlog;
- Assist in creating project descriptions and justifications;
- Ensure compliance with accessibility requirements;
- Provide data that will be migrated into the Facility Management Software System (FMSS) and PMIS;
- Conduct structural assessments as outlined in option line items;
- Coordinate site visits and post-visit support for deliverable development.

Specific tasks include pre-site visit coordination, site visit execution, post-site visit deliverable development, inspections, and adherence to special planning considerations.

Period of Performance
The period of performance for this contract is anticipated to be 365 calendar days from the date of award.

Place of Performance
The work will primarily take place at various high-priority NPS facilities located in the Northeast Region.

Bidder Requirements
This solicitation is set aside for Small Businesses. Bidders must demonstrate relevant experience in conducting similar assessments, possess necessary licenses or certifications related to structural assessments, and ensure key personnel are committed to the project duration. Bidders must also comply with Federal Travel Regulations for any travel-related costs.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on contract 140P4325P0062 awarded to Facility Engineering Associates (FY25_PSA_REGION 1) valued at $247,737. The prior work is described as FY25 Project Scoping Assessments for the NPS Northeast region, which aligns closely with the FY26 PSA effort to conduct facility condition/structural assessments, develop project scopes with cost estimates, and support park submissions into PMIS/FMSS. The continuation in scope and regional focus suggests the FY26 requirement may build directly on the same assessment and deliverable development process.
