Description/Scope:

VOLAR Barracks Building 632 at Fort Stewart, GA is a three-story enlisted unaccompanied barracks building built around 1977. The building consists of 4 modules (towers) of walk-up barrack rooms. The current Living Units are designed to house 2 Soldiers per room, totaling 4 soldiers per floor per module. The project is to replace all failing systems within the building, convert the 2+2 living units to 1+1 units, and bring the building into compliance with current Life Safety and Accessibility Codes. The 1+1 units are to consist of a shared living space with kitchen, laundry, and dining space and separate bedroom suites with bedroom, bathroom, walk-in closet, and desk space. Handicap accessibility to building Activity spaces shall be upgraded. Activity Rooms and support spaces are required to be fully accessible. Repairs include demolition and replacement of interior walls, windows, fire protection, doors, insulation, interior finishes, finish floors, ceilings, plumbing, HVAC, HVAC controls, electrical, building information systems, site utilities, and access drives.

One or more of the items under this acquisition is subject to Trade Agreements and Buy American statute in FAR Part 25.

Period of Performance: 720 calendar days. A pre-proposal, phase 2, site visit will be held.

TYPE OF CONTRACT AND NAICS : This RFP will be for one (1)and will result in a Firm Fixed Price Contract Award. The North American Industrial Classification System Code (NAICS) for this effort is 236220 Commercial and Institutional Building Construction.

TYPE OF SET-ASIDE: This acquisition will be a total small business set-aside.

CONSTRUCTION MAGNITUDE: In accordance with DFARS 236.204(i), the magnitude of construction for this project is between $10,000,000 and $25,000,000.

SELECTION PROCESS: The contract will be solicited and procured via FAR Part 36.3, Two-Phase Design-Build Selection Procedures. The proposals will be evaluated using a Best Value Tradeoff source selection process.

Phase I proposals , at a minimum, will require performance capability proposal consisting of past performance and design experience for review, consideration and evaluation by the Government. The Government will target five (5) of the most highly qualified Offerors for participation in Phase II. Pro Forma information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation.

Notes:

1. The solicitation will be issued in electronic format only and is anticipated to be posted on 19 May 2023. No additional media (CDROM, floppy disk, faxes, etc.) will be provided. Any prospective Offeror must register in the System for Award Management (SAM) at www.sam.gov which is now all inclusive for also registering in order to obtain solicitation documents, plans and specifications for this solicitation. Contractors with an existing account should be able to use their existing logins to search for the solicitation number once it is released here at www.sam.gov. It is the Offeror's responsibility to check the internet address provided as necessary for any amendments that may be posted to this solicitation. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored.

2. Offerors submitting as a joint venture must provide the agreement forming the joint venture. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity.

SOLICITATION WEBSITE: Project will be listed on PIEE on 19 May 2023. Procurement Integrated Enterprise Environment (PIEE): The only authorized transmission method for proposals in response to the forthcoming solicitation is electronically via Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. No Other Transmission Method (E-mail, Facsimile, U.S. Postal Mail, Hand Carried, etc.) Will Be Accepted. Offerors must have an active Proposal Manager role in PIEE at https://piee.eb.mil/.

Background
The solicitation is for the repair of Barracks Building 632 at Fort Stewart, GA. The project is being solicited as a 100% Small Business set-aside under code 236220. The acquisition is for a single award to be solicited as a Two-Phased Design Build solicitation in accordance with 36.303. The evaluation of Phase I proposals will target five of the most highly qualified offerors to participate in Phase II. Offerors must be registered in the System for Award Management (SAM). The magnitude of this requirement is between $10,000,000 and $25,000,000.

Work Details
The work includes design for repair of Building 632, repair of Building 632, sitework outside the building 5' line, and glazing replacement for Building 632. The project requires performance and payment bonds within 10 calendar days after award. Sealed offers are due by June 20, 2023, at 1:00 PM local time. An offer guarantee is required and all offers are subject to the work requirements and other provisions and clauses incorporated in the solicitation.

Period of Performance
The contractor shall begin performance within 720 calendar days and complete it within 10 calendar days after receiving the notice to proceed.
