Description

Pre-Solicitation Notice:

This is a pre-solicitation notice for the Repair Junior Non-commissioned Officer (JNCO) Homes, Military Family Housing (MFH) 221, 712, 716, 718, 723, 812, 817, 818, and 822 (pumphouse), project for Misawa Air Base (MAB), Japan. Project includes: one (1) Senior Officer Quarter (SOQ) three (3) bedroom home, sixteen (16) Senior Non-commissioned Officer (SNCO) three (3) bedroom homes, twelve (12) Junior Non-commissioned Officer (JNCO) three (3) bedroom homes, and one (1) domestic hot water supply pumphouse. The contractor shall provide all supervision, management, quality control, transportation, labor, tools, equipment, and materials, and perform of all work necessary to repair and renovate the buildings and associated structures in accordance with the specifications and contract drawings. The project repairs and upgrades include recoating the main roof; interior/exterior repainting; replacement of doors, windows, flooring, kitchen and bath cabinets, handrails, smoke detectors, plumbing fixtures and piping, and electrical systems (from electrical panel to new electrical outlets). The current heating, ventilation, and air conditioning (HVAC) steam-sourced hot water heating system will be replaced with an energy efficient air source heat pumps system for air conditioning and heating. This project will replace the fire detection and install fire suppression systems. This project will also provide a new entry porch and canopy; provide new smart meters for domestic water and electricity; and install an Energy Management Control System (EMCS) for integration with Misawa Air Base EMCS. The project will also install government furnished appliances (washer, dryer, refiguration and dishwasher). Environmental related hazards associated with the work will include, but are not limited to, Asbestos-Containing Material (ACM), Lead Based Paint (LBP), and arsenic gypsum board. The performance period is expected to be 572 calendar days (CDs) including 30 CDs mobilization. The magnitude of this construction project in terms of the estimated price range stipulated in Federal Acquisition Regulation (FAR) 36.204, as supplemented in Defense FAR Supplement (DFARS) 236.204 is between $25,000,000.00 / 3,479,087,500 and $100,000,000 / 13,916,350,000 ( 139.1635 = $1.00, FY24 U.S. government exchange rate for the purpose of this pre-solicitation notice).

The government anticipates solicitation issuance on or about 8 Dec 23. The proposal will be due approximately 45 days after the solicitation is issued. The pre-proposal conference/site-visit will be conducted on or about 20 Dec 23 in the 35th Contracting Squadron, Bldg. 656, Misawa Air Base, 1-chome, Hirahata, Misawa-shi, Aomori-ken, Japan to explain the Request for Proposal (RFP) including a question-and-answer session and examination of the general and local conditions of the project sites. All offerors are highly encouraged to attend the conference/site visit as the solicitation will include FAR clause 52.236-3 entitled Site Investigation and Conditions Affecting the Work . All details regarding dates, location, and contact information will be identified in the solicitation when issued.

The contract award will be made to a single offeror who provides the government with the best value, using Subjective Tradeoff (STO) process in accordance with FAR Part 15, DFARS 215.300, Department of the Air Force FAR Supplement (DAFFARS) 5315, and Mandatory Procedure (MP) 5315.3, with evaluation factors to be included in the RFP consisting of; 1) Past Performance, and 2) Price. The contract will be awarded as a Firm-Fixed Price.

In order to be eligible for an award, registration in the System for Award Management (SAM) database is required at http://www.sam.gov; however, the following must be satisfied due to the award and performance to be made in Japan.
[Note to firms located in other than Japan]: The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, in accordance with DFARS 252.225-7042, Authorization to Perform . Also, the resulting contractor shall, without additional expense to the government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work in accordance with FAR 52.236-7, Permits and Responsibilities , as supplemented by DAFFARS 5336.507.
This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any bid/proposal preparation costs.
