Project Labor Agreement (PLA) Survey for Construction of B-21 Radio Frequency (RF) Hangar, Whiteman Air Force Base (AFB), Missouri

Background
The Corps of Engineers Kansas City District is soliciting comments from the construction community regarding the potential use of Project Labor Agreements (PLA) for a large-scale construction project at Whiteman Air Force Base, Missouri.

This project aims to construct a Radio Frequency/Measurements Hangar Facility as part of the U.S. Air Force's mission to enhance operational capabilities. The estimated cost of the project ranges between $50,000,000 and $100,000,000, and it will be delivered as a Firm Fixed Price, Design-Bid-Build contract.

Work Details
The scope of this contract includes the construction of a Radio Frequency/Measurements Hangar Facility featuring one aircraft position along with associated back shops, material storage, and administrative support spaces.

The facility will encompass both unclassified and classified areas totaling 5,345 square meters (57,532 square feet). Key construction elements include:
- A new reinforced concrete foundation replacing the paved area east of the existing Phase Hangar (Building 9)
- A metal roof
- Metal siding panels on steel framing above a masonry cavity wall and Concrete Masonry Unit wall assembly at the base of the facility
- Powered steel sliding hangar doors.

Additionally, supporting facilities such as utilities, pavements, site improvements, and other necessary infrastructure will be included to ensure a complete and usable facility.

Place of Performance
The construction projects will be performed at Whiteman Air Force Base in Missouri.
