Program Support for the Strategic Environmental Research and Development Program (SERDP) and the Environmental Security Technology Certification Program (ESTCP)   2

This announcement consistutes a Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation. This procurement will be conducted using Full and Open Competition in accordance with FAR Subpart 6.1. The NAICS code is 541690 - Other Scientific and Technical Consulting Services.

The Government anticipates award of a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period consisting of a base year and four (4) one-year options and one six-month option to extend services. Task Orders issued against this IDIQ will be Firm Fixed-Price. Award will be made based on the best value to the Government using a tradeoff source selection process.

Proposal submissions are due no later than 4:30PM, Eastern Daylight Time on Thursday 23 June 2022.

To be eligble for award, offerors must be registered in SAM.gov. No paper copies of the solicitation will be issued. No paper copies of proposals will be accepted. Offerors are responsible for themselves to check SAM.gov for amendments to this solicitation. Questions should be addressed to the Primary Point of Contact listed for this announcement. Mr. David A. Kaplan, Contract Specialist at email David.A.Kaplan@usace.army.mil. The Subject Line should read "W912HQ22R0008 Questions". The Government will consider all correspondence but will not issue individual responses. If appropriate, answers to questions from offerors will be added via amendment to this solicitation. No questions will be accepted via telephone. No individual meetings with offerors will be scheduled. Voicemails or requests for meetings will not receive a response. Questions received after the deadline for questions may or may not receive a response. Questions are due no later than 4:30PM, Eastern Daylight Time on Friday 3 June 2022.

Offerors are required to submit a proposal for both the IDIQ and Task Order 1 to be considering for award.

Amendment 000001 is to provide the answers to questions from interested vendors. Additionally, several of the attachments have been replaced with amended versions including the W912HQ22R0008 RFP itself, Attachment 1 (Labor Rates and Price Schedule), and Attachment 2 (Task Order #1 RFP).
