Program Management School (PMS), Government off-the-shelf (GOTS) Course Delivery - Single Award Blanket Purchase Agreement (BPA)   2

Background
The Department of Veterans Affairs (VA) is issuing this solicitation for a Blanket Purchase Agreement (BPA) to provide delivery services for Government Off-The-Shelf (GOTS) acquisition training courses.

The goal of this contract is to enhance the skills and knowledge of the VA workforce in program and project management, ensuring compliance with Federal Acquisition Institute (FAI) requirements. This solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

Work Details
The contractor shall deliver various GOTS acquisition training courses, including but not limited to:
- FAC-P/PM courses required for certification at Entry-, Mid-, and Senior-Levels, such as FPM 120, FPM 121, FPM 281, FPM 282, FPM 283, FPM 284, and FPM 372.
- FAC-COR courses required for Level 1, 2, and 3 certifications, including FCR 102, FCR 201, and FCR 404.
- PM Fellows courses that include intensive training over an 8–10-month period with specific workshops.
- Continuous Learning Courses covering various topics relevant to the acquisition workforce.

The contractor will also be responsible for updating course content periodically to align with current Federal acquisition trends.

Period of Performance
The period of performance for this BPA will be five years starting from October 1, 2024, until September 30, 2029. The last day to place a new order under this BPA will be September 30, 2029.

Place of Performance
The services will be performed at the VA Acquisition Academy located at 7485 New Horizon Way, Frederick MD.
