The Centers for Medicare and Medicaid Services (CMS) intends to negotiate on a non-competitive basis an extension of the period of performance of contract "Program Management and Business Requirements" ("PMBR") HHSM-500-2009-00032C with Edaptive Systems, Inc. The purpose of PMBR is to continue requirement elicitation support and transition of the Hospital Quality Reporting (HQR) Program, the Quality Improvement Organization (QIO) Program, Enterprise Services of the Health Care Quality Information System (HCQIS), and Center for Medicare and Medicaid Innovation quality related efforts. It also includes continued requirement elicitation and documentation support for Reports and Analytics efforts and transition. The extension beginning on January 1, 2017 (not to exceed 6 months) will provide continued support required to maintain PMBR. The contractor will maintain uninterrupted services until such time as the transition is complete. This sole source modification is being conducted pursuant to the authority of 41 U.S.C. 253 (c), as implemented by FAR 6.302-1, that only one responsible source and no other type of supply or service will satisfy agency requirements. This is not a request for competitive proposals and no solicitation is available. All interested sources must respond in writing with clear and convincing evidence to support their ability to perform this work within 15 days after posting. A determination by the Government not to compete this action based on the response received is solely within the discretion of the Government. The Contracting Officer for this action is Tonya D.
