The PEO DHMS is conducting market research to inform acquisition planning for the ESS Next requirement. ESS Next must provide infrastructure, environments, and services to support development, integration, and testing for PEO DHMS stakeholders, including their various programs and contract support. The agency seeks innovative solutions to achieve the following high-level objectives:

  • Optimized and Consolidated Infrastructure and Facilities
  • Modernized, Secure, and Operationally Aligned Service Delivery
  • Integrated and Efficient Testing and Validation Services
  • Enterprise Tooling to Enable Product Delivery
  • Transparent and Cost-Effective Platform Service
  • Seamless Operational Continuity and User Support

This RFI seeks industry feedback on the attached Draft Statement of Objectives (SOO) and Current State Analysis to inform acquisition strategy decisions. Responses will help refine requirements, identify innovative approaches, and ensure effective competition.

Respondents may address all or some of the questions outlined in the RFI. Responses should be concise, no longer than 10 pages, and submitted electronically by April 9, 2026

Background
The Defense Health Agency (DHA) Program Executive Office for Defense Healthcare Management Systems (PEO DHMS) is conducting market research to inform acquisition planning for the Enterprise Software Services (ESS) Next requirement.

The ESS Next initiative aims to provide infrastructure, environments, and services to support development, integration, and testing for PEO DHMS stakeholders, including various programs such as DoD Healthcare Management Systems Modernization (DHMSM), Joint Operational Medicine Information Systems (JOMIS), Enterprise Intelligence and Data Solutions (EIDS), and the Federal Electronic Health Record Modernization (FEHRM).

Given the constrained budget environment, PEO DHMS is seeking innovative solutions to efficiently meet its high-level objectives.

Work Details
The ESS Next will focus on achieving the following high-level objectives:
1. Optimized and Consolidated Infrastructure and Facilities;
2. Modernized, Secure, and Operationally Aligned Service Delivery;
3. Integrated and Efficient Testing and Validation Services;
4. Enterprise Tooling to Enable Product Delivery;
5. Transparent and Cost-Effective Platform Service;
6. Seamless Operational Continuity and User Support.

This RFI seeks industry feedback on the Draft Statement of Objectives (SOO) and Current State Analysis to refine requirements, identify innovative approaches, and ensure effective competition. Respondents are encouraged to address various questions regarding clarifications needed for the draft SOO, cost savings through innovation, transition periods for incumbent vendors, impactful cost drivers for ESS, recommended contract types and strategies for optimization, pricing models under FFP contracts, organizational models for test infrastructure support, test infrastructure architecture strategies, risk mitigation through testing practices, software lifecycle testing practices, cost transparency in resource management, scalability in demand management, performance measurement metrics, and success indicators.

Period of Performance
The period of performance shall be for one base year of 12 months with four additional option periods of 12 months each.
