Background
The Program Executive Office, Defense Healthcare Management Systems (PEO DHMS) is issuing this Individual Program Requirement Notice (IPR) #3 under the overarching Commercial Solutions Opening (CSO) Number HT003826SC001.

The goal of this contract is to acquire a comprehensive and innovative commercial solution that introduces new methodologies or technology-enabled frameworks to address critical gaps in strategic technology planning, alignment, and risk management. This initiative aims to modernize the approach to Enterprise Architecture within the organization.

Work Details
The contractor will be responsible for delivering a functioning and repeatable framework that can be sustained by Government personnel long-term.

The specific tasks include:
1. Developing a Modernization Roadmap: A data-driven process to continuously optimize the current technology portfolio and deliver a prioritized and time-phased plan for modernization and investment.
2. Creating a Target State Architecture: A clear and actionable technology blueprint that defines the future state of the organization and directly enables the Government’s long-term business strategy.
3. Establishing a Performance Framework: A disciplined governance model that ensures on-time, on-budget project execution while providing oversight for risk management and alignment with the Target State Architecture. Proposed deliverables may include an Enterprise Technology Strategy Roadmap, Technology Risk Management Framework, Technology Transformation Change Management Plan, and Annual Technology Report.

Period of Performance
The anticipated period of performance for this requirement is not to exceed nine (9) months.
