Background
The Program Executive Office, Defense Healthcare Management Systems (PEO DHMS) is issuing this Individual Program Requirement (IPR) Notice under the overarching Commercial Solutions Opening (CSO) Number HT003826SC001. The goal of this contract is to address a capability gap identified by the Defense Health Management Systems Modernization (DHMSM) Program Office in achieving its technology transformation goals. The organization seeks innovative commercial solutions to accelerate and systematize the process of turning its defined strategy into tangible reality, specifically focusing on improving methods for identifying, evaluating, implementing, and measuring the value of new technologies.

Work Details
The objective is to acquire a comprehensive and innovative commercial solution that provides a structured, repeatable, and efficient approach to technology execution and innovation management. The solution should implement a functioning framework for technology transformation that results in accelerated project timelines and a clear return on investment (ROI) for innovation. Proposals should introduce new technologies, processes, or methods for outcomes identified in the following Areas of Interest (AOIs):

- CSO AOI 1: Operations
- Outcome: Innovation Pipeline Management - A novel process or system for continuous scouting, evaluation, and prioritization of emerging technologies.

- CSO AOI 3: Governance
- Outcomes:
1. Rapid Prototyping and Validation - An innovative methodology for executing Proof of Concept (POC) and pilot programs to rapidly test, validate, and de-risk new technologies.
2. Advanced Solution Delivery Framework - An application of an agile or iterative development model designed to accelerate implementation and delivery of technology solutions.
3. Organizational Adoption and Change Management - A framework or tools designed to improve the organization's ability to adopt new technologies and foster a culture of experimentation.

Proposed deliverables may include:
- An Innovation Pipeline Playbook
- A Technology Evaluation Toolkit
- A DHMSM-Tailored Agile Delivery Framework
- Proof of Concept (POC) Plan & Report Templates
- A KPI and Measurement Dashboard Template
- A Capability Adoption Toolkit

Period of Performance
The anticipated period of performance for this requirement will not exceed six (6) months.
