Background
The Defense Health Management System Modernization (DHMSM) Program Management Office (PMO) is tasked with modernizing healthcare delivery across the Military Health System (MHS). Their mission is to provide an integrated, interoperable health information technology solution that ensures high-quality, cost-effective care for service members, veterans, and their families. This initiative includes the deployment of a comprehensive electronic health record (EHR) system aimed at improving patient care and operational efficiency.

The DHMSM PMO is seeking to award other transaction agreements under 10 U.S.C. 4022 for Area of Interest #3: Ambient Dictation.

Work Details
The DHMS PMO is looking for prototype projects that focus on ambient clinical intelligence and AI automation to enhance clinical documentation within the MHS. The solutions should aim to reduce administrative burdens on clinicians, improve patient care, and enhance documentation accuracy by integrating seamlessly with the MHS GENESIS EHR system.

Key challenges addressed include high clinician workloads due to manual documentation, increased administrative overhead, lack of real-time assistance during patient interactions, potential documentation errors, and coding inefficiencies. Solutions must ensure bi-directional interoperability with MHS GENESIS using DoD-mandated interfaces and comply with DoD cybersecurity requirements. The government anticipates leveraging existing commercial solutions that can be integrated and deployed within 12 months.

Period of Performance
The initial prototype awards are expected to be made prior to or on September 26, 2025, with follow-on production agreements anticipated thereafter.

Place of Performance
The contract will be performed within military treatment facilities (MTFs) across the Military Health System.
