The Defense Health Agency Contracting Activity (DHACA), on behalf of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS), is intends to issue a Commercial Solutions Opening (CSO) to award other transaction agreements under the authority of 10 U.S.C. 4022 to carry out prototype projects that are directly relevant to enhancing the mission effectiveness of personnel of the Department of Defense or improving platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense, or to improvement of platforms, systems, components, or materials in use by the armed forces. The purpose of this notification is to gain feedback on the draft CSO.
Instructions for Submission of Feedback
Submit responses to the CSO, no later than 23 JUN 2026 to:

Feedback received may be utilized to further refine the CSO.
Proprietary information may be submitted; however, RFI respondents are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. If a submission is marked, it will be protected from disclosure outside of Government personnel, unless permission is granted for Government support contractors to view the material.
The following companies and individual employees are bound contractually by Organizational Conflict of Interest and disclosure clauses with respect to proprietary information, and they will take all reasonable action necessary to preclude unauthorized use or disclosure of an RFI respondent's proprietary data. RFI responses MUST clearly state whether permission is granted allowing the support contractors identified below access to any proprietary information.

This RFI is not a solicitation. This RFI is for planning purposes only. It does not constitute an RFP or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Participation is not mandatory or required.

Background
The Defense Health Agency Contracting Activity (DHACA), on behalf of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS), aims to enhance the mission effectiveness of Department of Defense personnel and improve systems and materials used by the armed forces.
The PEO DHMS is responsible for transforming healthcare delivery and advancing data sharing through a modernized electronic health record for service members, veterans, and their families. This initiative seeks to award other transaction agreements under 10 U.S.C. 4022 for prototype projects that are relevant to these goals.
Work Details
The contract involves carrying out prototype projects that may include:
(A) proof of concept, model, or process;
(B) reverse engineering to address obsolescence;
(C) pilot or novel application of commercial technologies for defense purposes;
(D) agile development activity;
(E) creation, design, development, or demonstration of operational utility; or
(F) any combination of the above.
Specific Areas of Interest (AOIs) include:
1a) Data Product Management - services supporting the lifecycle of data products including documentation, engineering support, DevSecOps adoption, technical data governance, cloud services management;
1b) Data Integration - addressing challenges in cloud-hosted solutions with a focus on AI/ML/NLP capabilities;
Area of Interest #2: Data Applications - enhancing user experience through front-end design and application analytics;
Area of Interest #3: Data Exchange - facilitating secure bi-directional data sharing between PEO DHMS and authorized entities.

The CSO posting will remain open until 23 JUN 2026, with specific response deadlines for Areas of Interest set for 7 JUL 2025.
