Program Announcement for MTO Pitch Day Solicitation

ID: DARPA-PA-25-05 • Type: Solicitation

Description

As stated in the MTO Office-wide Broad Agency Announcement (BAA), HR001124S0028, Section IV: Special Considerations, Periodically, DARPA may endeavor to hold Pitch Day(s). A Pitch Day entails DARPA soliciting proposals for a specific, targeted aspect under one or more of the BAA's thrust areas. Proposers ultimately would pitch their proposals to DARPA via oral presentations. In this regard, DARPA's MTO will host a Pitch Day for engagement with prospective proposers and to catalyze future efforts in the topics of unconventional computing, biologically inspired microsystems, and commercially catalyzed defense development to enable next generation microsystems.
The goals of the MTO Pitch Day are to: 1) fund proposals for short-term efforts with the potential to grow into groundbreaking new DARPA programs, and 2) employ an acquisition strategy to encourage participation by new and first-time or non-traditional proposers. This funding opportunity will aim to broaden DARPA's reach with small businesses, educational institutions, and other non-traditional performers to break down barriers of entry for performers new to DARPA and the national security space.
Background
The Defense Advanced Research Projects Agency (DARPA) is hosting a Pitch Day as part of its MTO Office-wide Broad Agency Announcement (BAA) HR001124S0028. The purpose of this event is to engage with prospective proposers and stimulate future efforts in areas such as unconventional computing, biologically inspired microsystems, and commercially catalyzed defense development.

The goals of the MTO Pitch Day include funding short-term proposals that could evolve into significant DARPA programs and fostering participation from small businesses, educational institutions, and non-traditional performers to enhance DARPA's outreach and reduce barriers for new entrants into the national security sector.

Work Details
Proposers will submit Abstracts for evaluation by DARPA to be considered for an award. Selected proposers will be invited to present their proposals orally at the MTO Pitch Day. The solicitation emphasizes the use of Other Transaction (OT) agreements for Research, allowing flexibility in business practices outside traditional government requirements.

Milestones will be based on project objectives outlined in the solicitation, with payments contingent on completed work. Proposers must also disclose any use of artificial intelligence tools in preparing their submissions, although this information will not affect evaluation outcomes. Intellectual property rights will remain with performers, who must provide limited rights for any developed IP.

Period of Performance
The specific period of performance is not detailed but is expected to align with the completion of milestones as defined in the proposals.
