Background
The Defense Security Cooperation Agency (DSCA) is seeking to enhance the effectiveness and efficiency of various security cooperation programs through comprehensive program, analytical, technical, and enterprise support services.
This contract aims to provide professional support functions and technical support functions that align with the agency's mission of facilitating security cooperation initiatives.

Work Details
The contractor shall provide a range of services including:
1. **Program Support**: Offer operational guidance on program management issues, assist in financial planning and budgeting, develop and maintain essential program documentation, facilitate stakeholder coordination, and optimize processes for improved productivity.
2. **Congressional Affairs**: Assist in legislative inquiries, draft testimony and impact statements, review hearing materials, and analyze Congressional legislation affecting DSCA programs.
3. **Strategic Communications**: Create communication plans, prepare presentations and materials, manage outreach activities, and assess message effectiveness.
4. **Policy Analysis**: Support the development of regulations and guidelines related to security cooperation policies, monitor existing policies for validity, and ensure compliance with DoD instructions.
5. **Assessment, Monitoring & Evaluation**: Develop monitoring frameworks for key performance indicators (KPIs), design evaluation plans for program efficacy, analyze data for actionable insights, engage stakeholders for feedback integration, and provide training programs to enhance personnel skills.
6. **International Affairs**: Formulate strategies for international engagement in acquisition programs and assess performance metrics of international programs.
7. **Technical Studies**: Conduct professional studies covering various DSCA disciplines including security cooperation strategy, defense export controls, risk assessments, compliance evaluations, data analytics for decision-making support, and recommendations for program management plans.

Period of Performance
The contract will be performed over an indefinite period as specified in individual task orders under the Indefinite Delivery/Indefinite Quantity (IDIQ) framework.

Place of Performance
The primary location for performance will be within the National Capital Region.
