Background
The solicitation is for Professional Services to support the Navy’s Public Works Business Line, specifically to assist with the DoN’s (Navy/USMC) Mission Assurance program. The work is predominantly within the NAVFAC Atlantic and NAVFAC Pacific (CONUS and OCONUS, worldwide) AOR.

Work Details
The Contractor will evaluate installations, facilities, and critical infrastructure including the existing utility systems and Facility-Related Control Systems (FRCS). The Contractor will assess man-made or naturally occurring threats and hazards to Navy facilities, develop risk mitigation plans and reports, and perform follow-up reviews, training, and documentation in support of mitigating actions. The work also involves providing services according to DoN assessment program guides and benchmarks such as Mission Analysis, Mission Analysis Site Visit, Utility Security Assessments, Mission Assurance Assessments, All Hazard Threat Assessments, Critical Infrastructure Protection, Energy Resiliency Assessments.

Period of Performance
This contract contains provisions for one (1) Base Period of up to twelve (12) months and includes up to four (4) one-year Option Periods, for a proposed total contract term not-to-exceed sixty (60) months.

Place of Performance
Work will be performed within DON’s Area of Responsibility (AOR) with a concentration of work within the Continental United States, the Pacific, Far East, Europe, Africa, and South Western Asia.
