Professional Services to support the Navy’s Public Works Business Line for work predominantly within the NAVFAC Atlantic Area of Responsibility (AOR)   3

Background
The Naval Facilities Engineering Systems Command (NAVFAC) Atlantic is issuing this solicitation for professional services to support the Navy’s Public Works Business Line, primarily within the NAVFAC Area of Responsibility (AOR).

The goal of this contract is to enhance the efficiency and effectiveness of public works operations through comprehensive engineering and management services.

Work Details
The contractor shall provide a range of professional services to support NAVFAC Public Works Business Line (PWBL) in the NAVFAC AOR. Key tasks include:
1) Conducting facility condition inspections leading to a building condition index rating system;
2) Supporting the transition to and improvements of the Condition Based Maintenance Management Program;
3) Assisting in staffing studies for Facility Management Specialists and preparing training materials;
4) Developing performance work statements and cost estimates for CAT III/IV work packages;
5) Providing inventory control and management, including GIS support;
6) Conducting surveys and assessments for indoor air quality and hazardous materials;
7) Offering technical writing and scope development assistance;
8) Supporting electronic operations and maintenance submissions.

The contractor will also be responsible for managing subcontractors, ensuring customer satisfaction, and maintaining quality control throughout the contract period.

Place of Performance
Work will be performed within the Department of Navy’s Area of Responsibility (AOR), with a focus on locations within the Continental United States, Pacific, Far East, Europe, Africa, and South Western Asia.
