Background
The Naval Facilities Engineering Systems Command (NAVFAC) is issuing a solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide professional services that support the Navy's Public Works Directorate.

This contract will cover work within NAVFAC's Atlantic and Pacific Areas of Operations, both CONUS (Continental United States) and OCONUS (Outside Continental United States), with a total maximum value of $90 million over the contract period.

The goal is to enhance utility systems management, improve operational efficiency, and ensure compliance with industry standards.

Work Details
The contractor will be responsible for various tasks including: conducting utility system assessments; providing recommendations for operational, maintenance, and capital improvements; performing utility rate analysis; developing utilities privatization programs; assisting in the implementation of utility control systems; providing training on safe operation and maintenance of electrical systems; and delivering comprehensive reports on commodity purchase methodologies.

Specific tasks include:
1) Performing risk assessments and producing recommendations for improvements.
2) Conducting cost of service rate analysis for water and wastewater negotiations.
3) Assisting in the development of models for purchased commodity costs.
4) Providing training related to electrical systems operation and maintenance.
5) Developing a utilities privatization program based on best practices from military and civilian sectors.

Period of Performance
The contract includes a base period of 12 months with four optional periods of 12 months each, totaling a maximum performance duration of 60 months.

Place of Performance
Work will be performed at various Government facilities worldwide as required by task orders.
